City Council Legislation: Bills and Local Laws

This dataset contains information on New York City bills from 1998 through 2024.

The New York City Council is the City’s legislative body, responsible for proposing, debating, and voting on legislation that affects all aspects of city governance. The legislative process for Introductions in NYC follows these steps:

Bill Introduced – A bill is introduced by a Council Member and assigned a number.

Committee Hearings – The bill is referred to a committee for review, where public hearings may be held for discussion, public comment, and stakeholder engagement.

Committee Vote – The committee votes on whether to advance the bill to the full Council.

Full Council Vote – If approved by the committee, the bill is voted on by the entire Council. A majority vote is required for passage.

Mayoral Action – Once passed by the Council, the bill is sent to the Mayor, who may sign it into law, veto it, or allow it to become law without a signature. If vetoed, the Council can override the veto with a two-thirds majority vote.

Enactment – Once signed or passed via override, the bill is assigned a local law number and becomes part of the city’s legal code. Bills may be enacted immediately, or upon a date defined in the bill.

This dataset provides information on all introductions, regardless of whether they were enacted.

This bill would require the Commissioner for the Aging (“the Commissioner”), in consultation with coordinating agencies, to submit a 10-year aging in place plan to the Mayor and the Speaker of the Council, and to post the plan on the Department for the Aging’s (“the Department”) website. The aging in place plan would focus on assisting older adults with aging in place throughout New York City, including in naturally occurring retirement communities and neighborhood naturally occurring retirement communities, and would include proposed projects and recommendations. The Commissioner would be required to submit the aging in place plan no later than 2 years after the effective date of the local law that enacted the plan. Two years after the publication of the aging in place plan and every two years until the plan’s completion, or until January 30, 2037, the Commissioner would be required to post on the Department’s website and to submit to the Mayor and the Speaker of the Council a progress report detailing the status of projects and recommendations included in the 10-year plan.

This bill includes certain exceptions to this prohibition, including when a ski mask is worn as part of a traditional holiday costume, as a garment for religious purposes, during the course of employment and for the purpose of ensuring the safety of the wearer, as part of a costume for a theatrical production, to protect the body from the elements while a person is participating in a winter sport, or as a form of expression protected by the First Amendment. Any person who violates this prohibition would be liable for a civil penalty of $250 that would be recoverable in a proceeding before the Office of Administrative Trials and Hearings.

Additionally, the bill would require the New York City Police Department (NYPD) and New York City Fire Department (FDNY) to include the unique identifiers generated by their respective computer-aided dispatch systems in their 911 call data publication on the Open Data Portal. The NYPD and FDNY would also be required to indicate whether a B-HEARD team was dispatched and able to respond in their 911 call data publication on the Open Data Portal.

This bill would require dealers in firearms, rifles, and shotguns to display a warning sign where the firearms, rifles, or shotguns are displayed or where they are transferred to the purchaser. The warning sign would include the following message: “A firearm in the home significantly increases the risk of suicide, homicide, death during domestic disputes, and unintentional deaths to children, household members and others. If you or a loved one is experiencing distress or depression, call the Mobile Crisis Team at 1-888-NYC WELL (1-888-692-9355) or the National Suicide Hotline at 988.” Failure to display the sign would be a violation punishable by a fine of not more than $5,000. In addition, the bill would require that graphic images depicting the nature of such risks be posted adjacent to the warning sign. The Department of Health and Mental Hygiene would design and disseminate the graphic images and any rules for posting them.

The Chancellor would be required to install, at the Chancellor’s discretion, vape detectors in each public middle and high school and would have the discretion to determine the appropriate number, type, and locations of detectors for each school. Additionally, no later than two years after this proposed law takes effect, the Chancellor would be required to submit to the Mayor and the Speaker of the Council and post online a report detailing the progress of vape detector installation in public middle and high schools. This report would need to include the name and borough of each school, whether vape detectors have been installed, the number and locations of any detectors installed, and explanations for any lack of detector installation.

Summary
A Community Land Trust (CLT) is a non-profit, community-run organization that can acquire and develop land usually with the goal of promoting permanent affordable housing and stabilizing housing markets. This bill would permit City agencies to enter into regulatory agreements with CLTs that cover more uses beneficial to the local community beyond housing, such as manufacturing and commercial uses the development of open space and community gardening.

Summary
This bill would require Department of Parks and Recreation (Parks) to place surveillance cameras in at least 10 city parks where there are frequent complaints of illegal all-terrain vehicle or dirtbike usage or where the commissioner otherwise has reason to believe that damage to park property may occur as a result of such usage. Within a year of the law’s enactment, Parks must report to the mayor and the Council on the effectiveness of the program, whether more resources are needed to deter illegal vehicle use in parks, and whether a permanent program would benefit from greater coordination with other city departments.

This bill would require the Department of Education (DOE) to report information quarterly on 3-K and Pre-K applicants, seat capacity, enrollment, and vacancies. This bill would require such information to be disaggregated by seat type and seat setting.
Additionally, this bill would require DOE to report on 3-K outreach efforts, including the number of DOE staff assigned to 3-K outreach, the number of households reached by outreach efforts, the total budgeted amount for 3-K outreach, the number of outreach events related to 3-K hosted or attended by DOE staff, and information on the advertising methods used for 3-K outreach. This bill would also require DOE to report on the number and percentage of staff vacancies in each 3-K and pre-K program, disaggregated by staff title.
