City Council Legislation: Bills and Local Laws

This dataset contains information on New York City bills from 1998 through 2024.

The New York City Council is the City’s legislative body, responsible for proposing, debating, and voting on legislation that affects all aspects of city governance. The legislative process for Introductions in NYC follows these steps:

Bill Introduced – A bill is introduced by a Council Member and assigned a number.

Committee Hearings – The bill is referred to a committee for review, where public hearings may be held for discussion, public comment, and stakeholder engagement.

Committee Vote – The committee votes on whether to advance the bill to the full Council.

Full Council Vote – If approved by the committee, the bill is voted on by the entire Council. A majority vote is required for passage.

Mayoral Action – Once passed by the Council, the bill is sent to the Mayor, who may sign it into law, veto it, or allow it to become law without a signature. If vetoed, the Council can override the veto with a two-thirds majority vote.

Enactment – Once signed or passed via override, the bill is assigned a local law number and becomes part of the city’s legal code. Bills may be enacted immediately, or upon a date defined in the bill.

This dataset provides information on all introductions, regardless of whether they were enacted.

This bill would also extend the period of time community boards have to respond to notice of a bike lane major transportation project if notified between June 20 and August 20.

A Local Law to amend the administrative code of the city of New York, in relation to accessibility in small businesses
Summary
This bill would require the City of New York to establish a fund providing loans, grants, in-kind services, in-kind materials or some combination, to make small business storefronts accessible to people with disabilities. Small businesses of 100 employees or fewer and three locations or fewer would be eligible for the fund. The fund would award up to $250,000 in total value per storefront, and loans issued through the program would have an interest rate of no more than three percent. The City would be responsible for establishing a timeline of 90 days or less for the review of applications, issuing an approval or rejection of the application, and a disbursement of the fund, as applicable. Small business tenants or property owners who would bear the cost of the construction project would receive the fund award, but both parties must agree to receive it, unless a prior agreement states otherwise. As a condition of receiving the fund, the City may require that the storefront’s tenant be given a reduction in rent that equals a total of half the value of money, services and materials received through the fund.

Title
A Local Law to amend the administrative code of the city of New York, in relation to dyslexia screening in city jails and referrals to evidence-based programs
Summary
This legislation would require the Department of Correction to screen and offer evidence-based interventions to individuals between 18 and 21 years old in custody who self-report that they do not have a high school diploma or its equivalent for dyslexia immediately. This mandate to offer screening and evidence-based intervention for dyslexia would expand to the entire jail population by December 31, 2025. The department must also coordinate with the Mayor’s Office of Criminal Justice and city-contracted programs that serve justice-involved individuals to provide dyslexia interventions after individuals are released from custody. On a quarterly basis, the department must issue public reports on how many individuals, disaggregated by age and zip code, are being screened for dyslexia and enrolling in available programming.
