City Council Legislation: Bills and Local Laws

This dataset contains information on New York City bills from 1998 through 2024.

The New York City Council is the City’s legislative body, responsible for proposing, debating, and voting on legislation that affects all aspects of city governance. The legislative process for Introductions in NYC follows these steps:

Bill Introduced – A bill is introduced by a Council Member and assigned a number.

Committee Hearings – The bill is referred to a committee for review, where public hearings may be held for discussion, public comment, and stakeholder engagement.

Committee Vote – The committee votes on whether to advance the bill to the full Council.

Full Council Vote – If approved by the committee, the bill is voted on by the entire Council. A majority vote is required for passage.

Mayoral Action – Once passed by the Council, the bill is sent to the Mayor, who may sign it into law, veto it, or allow it to become law without a signature. If vetoed, the Council can override the veto with a two-thirds majority vote.

Enactment – Once signed or passed via override, the bill is assigned a local law number and becomes part of the city’s legal code. Bills may be enacted immediately, or upon a date defined in the bill.

This dataset provides information on all introductions, regardless of whether they were enacted.

This legislation would require the Department of Correction to screen and offer evidence-based interventions to individuals between 18 and 21 years old in custody who self-report that they do not have a high school diploma or its equivalent for dyslexia immediately. This mandate to offer screening and evidence-based intervention for dyslexia would expand to the entire jail population by December 31, 2025. The department must also coordinate with the Mayor’s Office of Criminal Justice and city-contracted programs that serve justice-involved individuals to provide dyslexia interventions after individuals are released from custody. On a quarterly basis, the department must issue public reports on how many individuals, disaggregated by age and zip code, are being screened for dyslexia and enrolling in available programming.

This bill would require the Mayor to create an Office of Restaurant Recovery to facilitate the recovery of restaurants from the COVID-19 pandemic. The Office would be led by a director whom the Mayor or, if the Office is within an agency other than the Office of the Mayor, an agency head would appoint no later than 30 days after the bill’s effective date. The director’s responsibilities would include developing and implementing a recovery plan, identifying metrics to assess recovery, advising the Mayor, and promoting recovery. The director would also be required to submit an initial report and subsequent annual reports to the Mayor and the Speaker of the Council. The bill would expire in five years unless the Mayor, in consultation with the director, determines sooner that restaurants have stabilized. In addition, this bill would make technical amendments related to the numbering of this new subchapter in the Administrative Code.

This bill would also require DOT to replace any damaged bilingual street name sign in the City with a new bilingual sign, and enable a Council Member or the Public Advocate to request DOT add a street name in English and another language. In addition, this bill would require DOT to create and maintain a page on its website regarding bilingual street name signs, which would provide an online portal for Council Members and the Public Advocate to enter sign requests, a searchable map and a searchable database.

The Mayor, or office or agency designated by the Mayor, would be required to compile the reports of the managing agencies into a citywide which would be reviewed to promote coordination between managing agencies and to ensure that work on capital projects is being scheduled and conducted in an efficient and effective manner. The citywide report would be submitted to the Council, gas and electrical utility companies in the City, and the Empire City Subway Company, as well as be posted on the City’s website, in a machine-readable format.

This bill would establish an Office of Active Transportation and an Active Transportation Advisory Board. The Advisory Board would consist of 12 members: eight appointed by the Speaker of the Council and four appointed by the Mayor. The Office would grow and improve active transportation by coordinating infrastructure and policy initiatives, conducting outreach, reviewing information on complaints and violations, and serving as a liaison between active transportation users, residents, and government. The Office would also help active transportation users navigate City licensing and permitting requirements. The Office would also submit an annual report advising the Mayor and various agencies on active transportation trends and make policy recommendations on an ongoing basis.
