City Council Legislation: Bills and Local Laws

This dataset contains information on New York City bills from 1998 through 2024.

The New York City Council is the City’s legislative body, responsible for proposing, debating, and voting on legislation that affects all aspects of city governance. The legislative process for Introductions in NYC follows these steps:

Bill Introduced – A bill is introduced by a Council Member and assigned a number.

Committee Hearings – The bill is referred to a committee for review, where public hearings may be held for discussion, public comment, and stakeholder engagement.

Committee Vote – The committee votes on whether to advance the bill to the full Council.

Full Council Vote – If approved by the committee, the bill is voted on by the entire Council. A majority vote is required for passage.

Mayoral Action – Once passed by the Council, the bill is sent to the Mayor, who may sign it into law, veto it, or allow it to become law without a signature. If vetoed, the Council can override the veto with a two-thirds majority vote.

Enactment – Once signed or passed via override, the bill is assigned a local law number and becomes part of the city’s legal code. Bills may be enacted immediately, or upon a date defined in the bill.

This dataset provides information on all introductions, regardless of whether they were enacted.

The task force would be required to submit a report with its recommendations within one year of the task force’s first meeting, including a summary of information the task force considered in formulating its recommendations, which would be posted to the Commission on Gender Equity (CGE)’s website within 10 days of submission. The task force would be comprised of the heads of the following agencies and offices, or their designees: CGE, the Office for Economic Opportunity, the Office of Labor Relations, the Department of Social Services, the Department of Education, the Department of Health and Mental Hygiene, and the Comptroller. The task force would additionally include a principal, teacher, parents, owners and employees of child care programs in the city, and advocates with expertise in child care advocacy.

It would require the City Chief Procurement Officer (CCPO) to establish standards and procedures for a contractor to use to determine the existence of a conflict of interest and certain misconduct concerning the contract on the part of its officers or employees and those of its subcontractors. The Mayor’s Office of Contract Services (MOCS) would have to require the agency or Council as party to a contract to include such standards and procedures in the contract. The contractor would be required to submit a certification of compliance with such standards and procedures, as well as that no conflict of interest or misconduct exists, to MOCS. Finally, the bill would require the CCPO to report on certifications submitted by contractors.

The bill would require the New York Police Department (NYPD) to report quarterly on a subset of complaints for each housing development operated by the New York City Housing Authority (NYCHA).
