City Council Legislation: Bills and Local Laws

This dataset contains information on New York City bills from 1998 through 2024.

The New York City Council is the City’s legislative body, responsible for proposing, debating, and voting on legislation that affects all aspects of city governance. The legislative process for Introductions in NYC follows these steps:

Bill Introduced – A bill is introduced by a Council Member and assigned a number.

Committee Hearings – The bill is referred to a committee for review, where public hearings may be held for discussion, public comment, and stakeholder engagement.

Committee Vote – The committee votes on whether to advance the bill to the full Council.

Full Council Vote – If approved by the committee, the bill is voted on by the entire Council. A majority vote is required for passage.

Mayoral Action – Once passed by the Council, the bill is sent to the Mayor, who may sign it into law, veto it, or allow it to become law without a signature. If vetoed, the Council can override the veto with a two-thirds majority vote.

Enactment – Once signed or passed via override, the bill is assigned a local law number and becomes part of the city’s legal code. Bills may be enacted immediately, or upon a date defined in the bill.

This dataset provides information on all introductions, regardless of whether they were enacted.

This bill would prohibit a motor vehicle owner from affixing a speaker to the exterior of a vehicle, and would impose a civil penalty of between $100-225 for a first violation, $150-400 for a second violation, and $200-575 for a third and any subsequent violation. This bill would also increase the civil penalties for creating an unreasonable noise from a personal audio device. The Police Department would also be required to tow a vehicle for any repeat offenses of these violations.

This bill would require that 40% of all parking spaces in existing garages and open lots be capable of supporting electric vehicle charging stations (EVCS) by 2030. This bill would also require that 10% of parking spaces in existing garages and open lots install electric vehicle supply equipment (EVSE) by 2030 and 20% of such spaces install EVSE by 2035. Where an existing garage or open lot undergoes an alteration, at the time of such alteration, 40% of all parking spaces must be capable of supporting EVCS. At the time of alteration, 10% of all spots must also install EVSE. For new garages and lots, 60% of all parking spaces and lots must be capable of supporting EVCS and 20% of all spots shall install EVSE.

This bill would require certain stores that sell food for off-premises consumption, such as grocery stores, to post notices on the food donation web portal regarding excess food they have available for donation, at least once per month. Stores would also be required to arrange for the retrieval of the food that they are donating and to arrange for the transportation of such food if requested by the recipient. The bill provides an exemption for stores that have agreements in place for the donation of food on at least a monthly basis. By December 1 of each year, the Department of Sanitation or other city entity designated by the Mayor, would be required to submit to the Mayor and the Speaker of the Council a report detailing the results of a yearly review of available food on the web portal and whether that available food is expected to meet the demands of city residents in the coming year.

This bill would require that City agencies use methods other than solely virtual methods when carrying out community engagement. However, if an agency determines that the relevant population to be addressed by community engagement does not include anyone with limited internet access, there would be an exception to this requirement that the agency use methods other than solely virtual methods for the community engagement. Agency meetings would be exempt from these requirements until the end of the New York State COVID-19 disaster emergency as declared by Governor Hochul in Executive Order 11 of 2021, as extended.

Summary
This bill would reduce the amount of time for a landlord to correct a violation to keep or maintain self-closing doors from 21 days to 14 days. Once the 14 day window has run, it also requires inspection by the Department of Housing Preservation and Development within 20 days, regardless of whether the owner has submitted a certification of correction. It establishes a civil penalty range of $250-$500 for violation of the self-closing door requirement. It would also increase civil penalties for false certification of correction of class B and class C violations of the Housing Maintenance Code. Finally, this bill would clarify that all doors providing access to interior corridors or stairs in R-1 and R-2 occupancy groups must be self-closing or equipped with a device that will ensure such doors close shut and are latched.
