City Council Legislation: Bills and Local Laws

This dataset contains information on New York City bills from 1998 through 2024.

The New York City Council is the City’s legislative body, responsible for proposing, debating, and voting on legislation that affects all aspects of city governance. The legislative process for Introductions in NYC follows these steps:

Bill Introduced – A bill is introduced by a Council Member and assigned a number.

Committee Hearings – The bill is referred to a committee for review, where public hearings may be held for discussion, public comment, and stakeholder engagement.

Committee Vote – The committee votes on whether to advance the bill to the full Council.

Full Council Vote – If approved by the committee, the bill is voted on by the entire Council. A majority vote is required for passage.

Mayoral Action – Once passed by the Council, the bill is sent to the Mayor, who may sign it into law, veto it, or allow it to become law without a signature. If vetoed, the Council can override the veto with a two-thirds majority vote.

Enactment – Once signed or passed via override, the bill is assigned a local law number and becomes part of the city’s legal code. Bills may be enacted immediately, or upon a date defined in the bill.

This dataset provides information on all introductions, regardless of whether they were enacted.

This bill would enhance the pre-arraignment health screening units at central booking facilities. It would obligate a health care provider—defined to include nurse practitioners and patient care associates and exclude emergency personnel—to use an electronic screening tool and access two electronic health databases—e-Clinical Works and Psychiatric Services and Clinical Knowledge Enhancement System—to conduct a two-level screening of each arrestee for physical and behavioral health issues. A diversion liaison would identify the arrestees with behavioral health needs and share health information, with the arrestee’s consent, with defense counsel to facilitate pre- and post-arraignment diversion. The arrestee’s health information would also be shared with the Department of Correction (DOC), if the arrestee is taken into DOC custody. This bill would also require the Department of Health and Mental Hygiene to establish rules to ensure the arrestee’s health information is shared with DOC, if the arrestee is taken into DOC custody.

Summary
In December 2021, the State Governor issued Executive Order 11.1, which was later extended by Executive Order 11.3 of 2022, to automatically renew all properties that had received a senior citizens homeowner property tax exemption or a persons with disabilities homeowner property tax exemption (collectively “SCHE and DHE”) in the 2021-2022 tax year for the 2022-2023 tax year, without the need to submit the otherwise required renewal application. Pursuant to the Executive Orders, this local law would allow the Department of Finance (“DOF”) to require renewal applications where there is reason to believe the property is no longer eligible to receive the exemption because the property owner: 1) changed their primary residence, (2) added another owner to the deed of the property for which such exemption was granted, (3) transferred such property to a new owner, or (4) died, and require DOF to notify the applicable property owners of this requirement.

Summary
This bill would establish protections for tenants of storefront premises through a “Storefront Business Bill of Rights.” For any tenancy of more than one year, the bill would require a written lease for storefront premises. In addition, the bill provides for lease renewal procedures and the option to extend the lease in certain cases for up to one year with not more than a ten percent rent increase. The bill would further require an owner to provide a tenant with relevant information about the storefront premises to be leased. The bill would permit a court to impose civil penalties and award damages, equitable relief, attorneys’ fees and court costs for failure to comply with these requirements. The Commissioner of Small Business Services would oversee administration of the bill’s lease requirements and would also be required to make available online model commercial leases for storefront premises, as well as translations of such leases in other languages.

The financial assistance program would be informed by the findings of such study and subject to appropriation. This bill would also require DEP to prioritize neighborhoods regularly affected by backflow events and conduct outreach and education to property owners about the benefits of backwater valves.

Summary
This bill would require the Department of Health and Mental Hygiene (DOHMH) to create the Nightlife Opioid Antagonist Program to help prevent opioid overdoses in nightlife establishments. The program would permit nightlife establishments in the City to request and retain up to 5 opioid antagonist kits at a time, free of charge, to keep on premises for administration to patrons, staff or individuals on the premises experiencing an opioid overdose. This bill would also require DOHMH to offer free resources and training to staff of participating nightlife establishments on the administration of opioid antagonists.

This bill would require the Department of Health and Mental Hygiene to report information concerning the conditions of euthanized shelter animals, the specific reason each such animal is euthanized, and the efforts made by animal shelters to avoid such disposition. This bill would also create a task force that would include member representatives from the City’s community of animal welfare advocates for the purpose of developing and recommending animal shelter best practices to promote the welfare of shelter animals.
