City Council Legislation: Bills and Local Laws

This dataset contains information on New York City bills from 1998 through 2024.

The New York City Council is the City’s legislative body, responsible for proposing, debating, and voting on legislation that affects all aspects of city governance. The legislative process for Introductions in NYC follows these steps:

Bill Introduced – A bill is introduced by a Council Member and assigned a number.

Committee Hearings – The bill is referred to a committee for review, where public hearings may be held for discussion, public comment, and stakeholder engagement.

Committee Vote – The committee votes on whether to advance the bill to the full Council.

Full Council Vote – If approved by the committee, the bill is voted on by the entire Council. A majority vote is required for passage.

Mayoral Action – Once passed by the Council, the bill is sent to the Mayor, who may sign it into law, veto it, or allow it to become law without a signature. If vetoed, the Council can override the veto with a two-thirds majority vote.

Enactment – Once signed or passed via override, the bill is assigned a local law number and becomes part of the city’s legal code. Bills may be enacted immediately, or upon a date defined in the bill.

This dataset provides information on all introductions, regardless of whether they were enacted.

This bill would require the Commissioner of Health and Mental Hygiene, in consultation with the Chancellor of the City School District, to provide each public middle and high school with an adequate supply of vape detectors. The Chancellor would be required to install, at the Chancellor’s discretion, vape detectors in each public middle and high school and would have the discretion to determine the appropriate number, type, and locations of detectors for each school. Additionally, no later than two years after this proposed law takes effect, the Chancellor would be required to submit to the Mayor and the Speaker of the Council and post online a report detailing the progress of vape detector installation in public middle and high schools. This report would need to include the name and borough of each school, whether vape detectors have been installed, the number and locations of any detectors installed, and explanations for any lack of detector installation.

This bill would require NYC Department of Sanitation (DSNY) and the NYC Department of Education (DOE) to establish a pilot program to develop and distribute educational materials to students and staff regarding the reduction of surplus food in public schools, the benefits of food waste diversion, and the role of students and staff in diverting organic matter from landfills. In developing such materials, DSNY would be required to consult with local education and sustainability officials. This bill would also require DOE to distribute such educational materials to students and staff twice per year, for a two-year period. DOE would also be required to report any challenges encountered during the pilot program’s implementation and recommendations for its future, as well as an evaluation of any methods identified to reduce the instances in which food ordered by a school becomes surplus food.

This bill would require that from June 15 to September 15 building owners that are subject to minimum temperature requirements under local law maintain a maximum indoor temperature of 78°F when the outdoor air temperature is 82°F or higher. Owners without central cooling would have to install cooling systems within residential units. Leases must contain notice of the cooling requirements. All of the abovementioned requirements would be imposed four years after the bill’s effective date. Owners claiming undue hardship would be able to apply for additional time for compliance with the cooling requirements. Owners would have to carry out pre- and post-enforcement reporting to the city concerning compliance with the cooling requirements. The bill would impose separate civil penalties for violation of the cooling and notice requirements. Finally, the city would have to do outreach and education to tenants and owners on owner responsibilities under this bill.

This bill would require the Mayor’s Office for Neighborhood Safety and the Prevention of Gun Violence (the “Office”) to publish and maintain on its website information about the service provider organizations contracted with the Office to serve each neighborhood under New York City’s (the “City”) Crisis Management System (CMS), and to make publicly available on its website the criteria used to determine the geographic area a service provider is contracted to serve, including an explanation of how such service provider is specifically equipped to serve such area. The bill would also require that once a service provider organization is selected to serve a geographic area, that all relevant Council Members and community boards representing such area, and all relevant local New York Police Department (NYPD) precincts, be sent a letter providing details about the organization designated to cover such area, along with the contact information for such organization and details regarding the contractual obligations of such organization. The bill requires the Office to notify all relevant Council Members and community boards representing a geographic area, and all relevant NYPD precincts, when a contract for a service provider organization serving such geographic area is not renewed, and the reason for non-renewal. The bill would also require the Office to report annually on the progress being made toward the contractual goals agreed upon between the Office and each contracted service provider organization under the CMS.

This bill would require employers with more than 25 employees working in the City to report to the Department of Consumer and Worker Protection (DCWP) information relating to their employees in order to improve wage transparency. The information required to be reported includes, for each employee: salary and wages earned for the previous calendar year; the month and year the employee was hired; job title; gender; race and ethnicity; birth year; the borough in which the employee works; whether the employee is a member of a labor union; whether the employee works more than 35 hours per week, less than 35 hours per week, or on a seasonal or temporary basis; and whether the employee is a manager. The first report would be due on February 1, 2025, and subsequent reports would be required annually thereafter. Employers covered by this bill would also have to submit a digital affirmation to DCWP every three years, which certifies the employer’s compliance with federal, state, and local equal pay laws.

This bill would codify the City’s cooling center program. The legislation would grant DOHMH, in conjunction with OEM, the discretion of designating the number and location of cooling centers, but would require that there be no fewer than the median number of cooling centers operated during heat-related emergencies in 2017. In designating such centers, the agencies would have to take into account where vulnerable populations reside and where such populations would be likely to use centers. In addition, DOHMH would be required to post information about the cooling center program on its website and would also have to conduct a public education campaign to increase awareness of cooling centers and the risks associated with heat-related emergencies and poor air quality. Finally, DOHMH would have to conduct an annual survey on utilization of the program and submit a report annually to the Mayor and City Council on the program.

The study would focus on the identification of pay and employment disparities among employees of such employers based on protected classes in employment under the City’s Human Rights Law. MODA, in coordination with the above mentioned agencies, would also be required to submit to the Mayor and the Speaker of the Council and post online annually a report on the findings of the study, including in part an analysis of the data collected pursuant to the study and recommendations on the development and implementation of pay and employment equity action plans. This bill would require hotel operators to obtain a license in order to operate a hotel in the City. The application term would be two years, and there would be a license fee of $350. Hotel operators would be required to schedule staff that would provide continuous coverage of their front desk, and large hotels would be required schedule a security guard to provide continuous coverage on the hotel’s premises while any room is occupied. All hotel operators would be required to maintain the cleanliness of each guest room, which would include daily cleaning unless such service is declined by the guest. Hotel operators would be required to directly employ their core employees, subject to enumerated exceptions. Hotel operators of small hotels, which would include hotels with less than 100 rooms, would be exempt from the direct employment requirement. Hotel operators would be required to equip all core employees with panic buttons and provide core employees with human trafficking recognition training. Hotel operators that violate the license conditions would be subject to civil penalties.

Summary
The bill would increase the frequency by which the Department of Finance (DOF) must notify owners of real property of any and all real property tax liens they have, as well as inform owners on how to learn what liens the Department of Environmental Protection may have issued for nonpayment of sewer or water rents or sewer surcharges. The bill would prohibit the sale of tax liens on vacant land that has been determined undevelopable by a Mayor-determined agency. The bill would require the Department of Housing Preservation and Development (HPD) to conduct Housing Maintenance Code inspections of certain Class 2 multiple dwellings that have appeared on the tax lien sale list at least twice over a four-year period, and for DOF to provide a list of such properties to HPD before conducting a lien sale. The bill would authorize the DOF Commissioner to conduct a sale of tax liens through and including December 31, 2028, as well as make substantive reforms to the tax lien sale process. The bill codifies and expands various reporting requirements to the Council, including additional information about status and debts of properties whose liens have been sold to the various City created Trusts as well as various documents and agreements that govern the Trusts. The bill increases and fixes the property tax and interest deferral (PT AID) payment plan income threshold to match that of the Enhanced STAR threshold and increases how much property tax may be deferred under PT AID. The bill also creates a new type of PT AID payment plan that mirrors elements of the circuit breaker proposed by the Advisory Commission on Property Tax Reform whereby an owner who pays more than 10 percent of their income may defer the amount above that percentage, so long as the remaining payments are not less than $1,500 a year. The bill would establish an “Easy Exit” program, where owners of certain Class 1 properties and condominium units can request DOF remove their home from the tax lien sale up to three times within a 36-month period, as of right. The bill would allow owners of non-condo/co-op Class 1 properties in severe financial distress to, after consulting with an attorney, voluntarily partner with a Qualified Preservation Purchaser (QPP) whereby existing debt would be extinguished and title to the property will be transferred to the QPP. In turn, the QPP provides the property owner a long-term affordable lease which can be passed on to heirs and allows for the former homeowner to recoup any equity they held in the property. The bill establishes a 10-member task force of Mayoral and Council appointees to examine and devise ways delinquent City property tax could be collected fairly and effectively without the sale of tax liens.

Parks would have nine months to remove that tree and replace it with a less harmful tree.

This bill would wind down the horse drawn cab industry by prohibiting the issuance of new licenses used in the operation of horse drawn cabs. The operation of such cabs would be prohibited beginning June 1, 2026. This bill would require humane disposition of carriage horses, prohibiting their sale or transfer for the purposes of slaughter or use in another horse drawn cab business. This bill would require the department of consumer and worker protection to administer a workforce development program for drivers and other workers engaged in the horse drawn cab industry in order to facilitate their transition to other fields of employment.

This bill would establish a program administered by the Department of Veterans' Services in coordination with the Department of Social Services to provide monthly rental assistance to homeless veterans, covering their monthly housing rent up to a maximum amount based on the federal Department of Housing and Urban Development’s fair market rent guidelines. Veterans would not be required to contribute from their income toward rent. To be eligible, a veteran would need to have a gross income not exceeding 200% of the federal poverty level, not be receiving another governmental housing subsidy, and be a New York City resident. The Commissioner of Veterans’ Services would have to periodically reassess eligibility and discontinue assistance if a veteran no longer meets the eligibility criteria or secures permanent housing that does not require rent payments. Finally, the Commissioner would have to conduct outreach to landlords and homeless veterans about this program.
