City Council Legislation: Bills and Local Laws

This dataset contains information on New York City bills from 1998 through 2024.

The New York City Council is the City’s legislative body, responsible for proposing, debating, and voting on legislation that affects all aspects of city governance. The legislative process for Introductions in NYC follows these steps:

Bill Introduced – A bill is introduced by a Council Member and assigned a number.

Committee Hearings – The bill is referred to a committee for review, where public hearings may be held for discussion, public comment, and stakeholder engagement.

Committee Vote – The committee votes on whether to advance the bill to the full Council.

Full Council Vote – If approved by the committee, the bill is voted on by the entire Council. A majority vote is required for passage.

Mayoral Action – Once passed by the Council, the bill is sent to the Mayor, who may sign it into law, veto it, or allow it to become law without a signature. If vetoed, the Council can override the veto with a two-thirds majority vote.

Enactment – Once signed or passed via override, the bill is assigned a local law number and becomes part of the city’s legal code. Bills may be enacted immediately, or upon a date defined in the bill.

This dataset provides information on all introductions, regardless of whether they were enacted.

Summary
This bill would provide certain employees who have been laid off due to the economic and health crises caused by the COVID-19 disaster emergency with a right to return to their previous jobs once their former employers are able to restart or scale up operations. This requirement would apply through December 31, 2024. Covered employers would include airport hospitality operations, airport service providers, food service contractors and restaurants and private entities whose employees are regularly scheduled to work at event centers. The bill also defines a laid-off employee to include an employee who was employed by a covered employer for six months or more between January 31, 2019 and January 31, 2020, and whose most recent separation from employment (i) was initiated by the covered employer, (ii) occurred after January 31, 2020 and before January 1, 2022 and (iii) was due to a government order, layoff, lack of business, reduction in force or other economic, non-disciplinary reason. Covered employers would be required to offer employees who were laid-off with available positions for which they are qualified before they can hire new employees, ensuring that such laid-offs employees have priority to return to work. Laid-off employees would have 10 days to accept or decline the offer of employment. Covered employers would also be required to provide laid-off employees with a notice of their right to recall under this legislation. The requirements of the bill would be enforceable by workers through a private right of action in civil court, including reasonable attorney’s fees and costs if the employee prevails.

The proposed legislation would require employers who engages in electronic monitoring of employees to provide written notice to each employee who may be subject to electronic monitoring. Such notice would be required to list all the forms and methods of electronic monitoring that employees may be subject to, as well as the types of information obtained by each form or method of electronic monitoring. Employers would also be required to conspicuously post the notice at the workplace. Violations would be subject to civil penalties of $500 for the first offense, and for subsequent violations that occur within two years of any previous violation, a civil penalty up to $1,000 for the second violation and up to $3,000 for each succeeding violation.

Summary
This bill would require certain businesses that supply their employees to clients for the performance of construction work or manual labor on the client’s construction site, in exchange for compensation, to be licensed. The term “construction” in this bill explicitly excludes handyman work. Applying for a license would require certain signed statements and select information on business operations, and each covered business would have to supply their workers with a series of notices: on their rights as workers covered by this bill; training and certifications the employees would need to perform their work duties; and information on the employees’ work assignments. The businesses’ clients would also receive some of these notices, and these clients could be subject to civil penalties if they use the services of an unlicensed business that is required to be licensed by this bill. Businesses that violate the bill’s subchapter would also be subject to penalties.
Employees of the businesses aggrieved by a violation of the bill’s subchapter would be able to initiate a private right of action against their employers for violations of the bill, including for retaliation against employees for availing themselves of rights provided by this bill.

The task force would be required to submit a report within one year of the task force’s, including recommendations for legislation, policy and best practices relating to supporting working mothers and a summary of information the task force considered in formulating its recommendations. The task force would terminate 180 days after the report is submitted.

Summary
This bill would require third-party food delivery services, entities that provide food service establishments with online order and delivery services, to share monthly information on customers who have placed a food or beverage order with an establishment, if that establishment requests the information. The information would consist of the customer’s name, phone number, e-mail address, delivery address and the contents of their orders, as described in Proposed Int. No. 2335-A. Customers would be able to opt out of the sharing of this information, and the service would be required to provide a clear disclosure to customers explaining what information would be shared with the establishment. The establishment fulfilling the customer’s order would be permitted to retain that information, which must be provided in a machine-readable format. Services could not limit the establishments’ use of the information, but the bill would prohibit the establishments from selling, renting or disclosing the information without express consent from the customer, and the customer would be able to withdraw their consent to using their information. The bill would also permit customers to request that the establishment delete their information.

The bill would further require that the Commissioner and Special Commissioner’s web applications to track compliance with investigations and recommendations also cover certain contractors and subcontractors that are investigated.

This bill would require food delivery applications and couriers to make available insulated bags to any delivery worker who has completed at least six deliveries for the company. The food delivery application or courier would not be permitted to charge their delivery worker any money for the bag. The bag would also have to comply with Section 1235 of the State Vehicle and Traffic Law, which prohibits bicyclists from carrying bags or other articles unless they can keep at least one hand on the handlebars. The bill would add a provision to the licensing scheme passed last month allowing the Department of Consumer and Worker Protection to suspend, revoke, deny or refuse to renew a food delivery application license if any provision relating to protections for delivery workers was violated twice in the previous two years.

This bill would establish protections for tenants of storefront premises through a “Storefront Business Bill of Rights.” For any tenancy of more than one year, the bill would require a written lease for storefront premises. In addition, the bill provides for lease renewal procedures and the option to extend the lease in certain cases for up to one year with not more than a ten percent rent increase. The bill would further require an owner to provide a tenant with relevant information about the storefront premises to be leased. The bill would permit a court to impose civil penalties and award damages, equitable relief, attorneys’ fees and court costs for failure to comply with these requirements. The Commissioner of Small Business Services would oversee administration of the bill’s lease requirements and would also be required to make available online model commercial leases for storefront premises, as well as translations of such leases in other languages.

This bill would require food delivery applications and couriers to provide delivery workers with the opportunity to set: (i) a maximum distance per trip they will travel; and (ii) that the worker will not accept trips over bridges or tunnels. Applications and couriers would be obligated to allow workers to change parameters at any time. Applications or couriers could not offer a worker trips inconsistent with the parameters or penalize a worker for their parameters. The following information would be provided before a trip: • address where the food, beverage or other goods must be picked up; • estimated time and distance per trip; • any gratuity; and • compensation to be paid, excluding gratuity. In addition, the bill would set forth various definitions; obligations on the Department of Consumer and Worker Protection, applications and couriers; and enforcement options, including those available to the City and to workers, that would apply to all laws relating to food delivery workers.

This bill would make updates to the City’s Environmentally Preferable Purchasing (EPP) laws, including: (1) clarifying definitions and specifying applicability of such EPP laws, including specific exceptions; (2) requiring the Mayor’s Office of Contract Services (MOCS) to regularly review and revise guidelines for green cleaning products, packaging reduction and furniture procured by city agencies; (3) requiring MOCS to promulgate rules promoting additional environmental objectives beyond the original EPP laws; (4) requiring MOCS to post an annual environmental procurement report on its website which would include a list of solicitations for EPP-eligible products and a list of contracts that do not comply with EPP standards; (5) requiring contracting agencies to report whenever meeting an EPP standard would be inconsistent with such agency’s ability to procure the highest quality product at the lowest possible price; and (6) prohibiting city agencies from purchasing computers, servers, tablets or other computer products that do not meet global Electronic Product Environmental Assessment Tool (EPEAT) standards.

This bill would apply to a contractor and a City agency or the Council that are parties to a City contract valued in excess of $100,000. It would require the City Chief Procurement Officer (CCPO) to establish standards and procedures for a contractor to use to determine the existence of a conflict of interest and certain misconduct concerning the contract on the part of its officers or employees and those of its subcontractors. The Mayor’s Office of Contract Services (MOCS) would have to require the agency or Council as party to a contract to include such standards and procedures in the contract. The contractor would be required to submit a certification of compliance with such standards and procedures, as well as that no conflict of interest or misconduct exists, to MOCS. Finally, the bill would require the CCPO to report on certifications submitted by contractors.

The report would also include the name of each CLT that executed a regulatory agreement with HPD, the address of the property that was the subject of the regulatory agreement, the date the regulatory agreement was executed, became effective, and expired, and a summary of the terms of the regulatory agreement. HPD would also be required to report on any requests for proposals that included preferences for organizations that would utilize CLTs.
