City Council Legislation: Bills and Local Laws

This dataset contains information on New York City bills from 1998 through 2024.

The New York City Council is the City’s legislative body, responsible for proposing, debating, and voting on legislation that affects all aspects of city governance. The legislative process for Introductions in NYC follows these steps:

Bill Introduced – A bill is introduced by a Council Member and assigned a number.

Committee Hearings – The bill is referred to a committee for review, where public hearings may be held for discussion, public comment, and stakeholder engagement.

Committee Vote – The committee votes on whether to advance the bill to the full Council.

Full Council Vote – If approved by the committee, the bill is voted on by the entire Council. A majority vote is required for passage.

Mayoral Action – Once passed by the Council, the bill is sent to the Mayor, who may sign it into law, veto it, or allow it to become law without a signature. If vetoed, the Council can override the veto with a two-thirds majority vote.

Enactment – Once signed or passed via override, the bill is assigned a local law number and becomes part of the city’s legal code. Bills may be enacted immediately, or upon a date defined in the bill.

This dataset provides information on all introductions, regardless of whether they were enacted.

The bill would establish a local right of security against unreasonable search and seizure and against excessive force regardless of whether such force is used in connection with a search or seizure. If an NYPD employee, or a person appointed by the Police Commissioner as a special patrolman, allegedly deprives a person of this right, the person would be able to bring a civil action against the employee or appointee, as well as against the employee or appointee’s employer, within three years after deprivation of the right. The employee or appointee (or their employer) would not be allowed qualified immunity, or any substantially equivalent immunity, as a defense. The Law Department would be required to post details of these kinds of civil actions online.

This bill would require the establishment of an Office of Community Mental Health (“Office”) within the Department of Health and Mental Hygiene, to be headed by a deputy commissioner. This Office would create a citywide mental health emergency response protocol, and a mental health emergency response unit to respond to mental health emergencies within 30 minutes of receiving a mental health emergency call. This bill would also require the Office to identify gaps in mental health provision in New York City, coordinate between City agencies and community-based organization and mental health providers, and provide training to all relevant City agencies regarding the established mental health emergency response protocol. This bill would additionally require the New York City Police Department, in conjunction with the Office of Community Mental Health, to train all members of service, 911 call operators, and new academy recruits in the mental health emergency response protocol. Finally, this bill would require the Office to report monthly and annually about the emergency mental health calls received, and other work that the Office is conducting.

The proposed bill would ensure that the New York City Police Department (NYPD) will be fully removed from school safety from and after June 2022, except as necessary to address an imminent risk to public safety or property. The proposed bill would require significant reforms to the program and the role of school safety agents (SSAs) by August 2021, so that SSAs no longer make arrests, carry weapons or mechanical restraints, or wear law enforcement uniforms on school grounds. Once under the jurisdiction of the Department of Education, school safety personnel would be retrained, with a focus on areas such as restorative justice, child and youth development, and de-escalation. The proposed bill would additionally expand quarterly reporting to require reporting on complaints made against SSAs and school safety personnel. The proposed bill would require the mayor, the police commissioner, and the DOE chancellor, by August 2021, to submit a plan for implementing the required transfer of all school safety or security functions from the NYPD to the DOE.

This bill would clarify that the Civilian Complaint Review Board has the power to investigate bias-based policing and racial profiling complaints made by the public. It would also provide that based on a final determination by the NYPD, the Board, the Commission on Human Rights, the Department of Investigation or a court that a member of the NYPD engaged in an act of bias, the Board would be empowered to investigate past professional conduct by the member. If the act of bias was “severe” (defined by the Board), the investigation would be required. After the member has had an opportunity to respond to the Board’s findings and recommendations, the Board would be required to provide final versions to the member, the Police Commissioner and others. The Police Commissioner would have to respond in writing. The NYPD would be required to engage an independent consultant to review cases handled by the NYPD’s Equal Employment Opportunity Division between October 1, 2017 and October 31, 2020.

Summary
This bill would subject owners of real property to a maximum civil penalty of $250 if they fail to complete sidewalk repairs as directed by the Department of Transportation. In addition, this bill would subject owners of real property to a maximum civil penalty of $250 upon being issued notice of a sidewalk defect that poses an immediate danger to the public if such owners knew or should have known of the defect unless the Department of Transportation determines that the failure to address such defect before notification is reasonable under the circumstances.

Summary
This bill would require the Department of Transportation (DOT) to work with the Department of Environmental Protection, Department of Consumer Affairs and Worker Protection, and Small Business Services to study the impacts of e-commerce deliveries during the COVID-19 pandemic. DOT would file with the Mayor and the Council and post on its website an annual report about how the volume of deliveries has changed since the onset of COVID-19, and the impact of such deliveries on traffic, road maintenance, pedestrian spaces, local businesses, air quality, and how the Open Streets program has effected e-commerce deliveries. The commissioner of transportation would be required to submit this report each year until 2023, and include recommendations to reduce detrimental impacts of increased e-commerce deliveries.

This bill would require the Department of Social Services to create a written notice for supportive housing residents of their rights pursuant to various state and local laws. The bill would require every provider of supportive housing to provide every resident this notice at the time of an interview, initial occupancy, at each lease or program agreement renewal, and upon request. Additionally, the bill would provide that any provider who violates the requirement to provide notice would be liable for a civil penalty of $250.
