City Council Legislation: Bills and Local Laws

This dataset contains information on New York City bills from 1998 through 2024.

The New York City Council is the City’s legislative body, responsible for proposing, debating, and voting on legislation that affects all aspects of city governance. The legislative process for Introductions in NYC follows these steps:

Bill Introduced – A bill is introduced by a Council Member and assigned a number.

Committee Hearings – The bill is referred to a committee for review, where public hearings may be held for discussion, public comment, and stakeholder engagement.

Committee Vote – The committee votes on whether to advance the bill to the full Council.

Full Council Vote – If approved by the committee, the bill is voted on by the entire Council. A majority vote is required for passage.

Mayoral Action – Once passed by the Council, the bill is sent to the Mayor, who may sign it into law, veto it, or allow it to become law without a signature. If vetoed, the Council can override the veto with a two-thirds majority vote.

Enactment – Once signed or passed via override, the bill is assigned a local law number and becomes part of the city’s legal code. Bills may be enacted immediately, or upon a date defined in the bill.

This dataset provides information on all introductions, regardless of whether they were enacted.

Summary
This bill would authorize the City Council to pass a resolution adopting a zero percent interest rate the late payment of property taxes due on July 1, 2020, and paid between July 15 and September 30, 2020, for certain class 1 and condominium property owners who use the subject property as their primary residence. To be eligible, property owners would be required to demonstrate to the Department of Finance (DOF) by no later than September 30, 2020 that they were adversely affected by COVID-19 and be either: (a) enrolled in a Property Tax and Interest Deferral Program installment agreement with the Department of Finance (DOF); or (b) have a property with an assessed value of $250,000 or less and an income of less than $150,000. Additionally, DOF would be required to report to the Speaker of the Council no later than November 1, 2020 the number of properties for which the zero percent interest rate was imposed pursuant to the provisions of this local law and the aggregate value of the real property tax liability of those properties.

Summary
This bill would authorize the City Council to pass a resolution adopting a 7.5 percent interest rate on the late payment of fiscal year 2021 property taxes due on July 1, 2020 for the period between July 1, 2020 and October 15, 2020 for certain real property owners. To be eligible, property owners would be required to demonstrate to the Department of Finance (DOF) by no later than September 30, 2020 that such property owner has been adversely affected by COVID-19 and either: (a) owns class 4 real property with an assessed value of more than $250,000 and less than $750,000; or (b) owns real property with an assessed value over $250,000 where at least 50 percent of the property is used for residential rental dwellings and contains no more than 30 rental dwelling units, of which at least 50 percent are rent regulated accommodations. For the first category, adversely affected by COVID-19 means the income of the property owner declined between March 7, 2020 and June 30, 2020, by at least 50 percent as compared to the corresponding period in the previous calendar year, and for the second category that the income of the property owner declined between March 7, 2020 and June 30, 2020, by at least 25 percent as compared to the corresponding period in the previous calendar year. Additionally, DOF would be required to report to the Speaker of the Council no later than November 1, 2020 the number of properties for which the 7.5 percent interest rate was imposed pursuant to the provisions of this local law and the aggregate value of the real property tax liability of those properties.

This bill would require the Mayor to establish an Office of Sports, Wellness and Recreation. The Office would be charged with the authority to promote and enhance sports-related opportunities for youth and to promote the role of sports in education. It would also be responsible for recommending ways to promote and organize youth sports events, identifying barriers to the growth and development of extracurricular and school-based youth sports programs, recommending ways to expand athletic and recreational opportunities for youth, particularly for those from under-resourced communities, collecting demographic data from public and private entities operating youth sports programs, and furthering the City’s commitment to health, wellness, and social development through extracurricular and school-based sports and recreation programs. Affiliated within the Office, there would be an Advisory Board chosen from the public, private and non-profit sectors, as well as from higher education institutions and sports institutions located in the city to advise the director of the Office in furthering its mission. The Office would regularly consult with various City agencies in performing its duties and would submit an annual report advising to the Mayor and Council on its activities and recommendations.

For each business that received a grant or loan, the report would include the Council District, zip code, industry type including whether the recipient is a mobile business, and the amount of grant or loan received by the business. SBS would submit the report to the Mayor and Speaker of the City Council and make the information publicly available by posting the report on its website.

This bill requires the City to create an open restaurants program that would allow restaurants to offer outdoor dining to patrons on sidewalks and other approved open space. The Department of Transportation (DOT) is required to create a self-certification process that restaurants owners must complete before offering outdoor dining. Such process would not require DOT approval, however, a self-certification could be suspended or terminated by the Department for non-compliance with requirements of the program or for the protection of health or safety. In addition, the City would be required to identify additional areas where food vendors could temporarily operate. The program will run until at least September 8, 2020, with the possibility of extension, but it shall expire by December 31, 2020.

Summary
The Department of Health and Mental Hygiene inspects food service establishments for compliance with food safety rules at least once a year. These inspections result in the Department issuing a score, which corresponds to a letter grade. Food service establishments are required to post these grades in an area visible to passersby. However, consumers who purchase food or beverages online do not have access to such letter grades. This bill requires food service establishments and third-party food delivery services (such as Seamless or Grubhub) to post sanitary inspection grades on their websites or other online platforms.

This bill would require the sheriff to audit no fewer than five percent of deed-related and mortgage-related documents recorded by the city register by inquiring whether the party against whom the deed-related or mortgage-related document has been recorded authorized such document to be recorded and understood the legal effect of such recordation. The bill would also require the sheriff to report annually on the outcomes of its audits.

This local law would require the Department of Finance to include certain information about what to do if a recipient of a notice pursuant to the Notice of Recorded Document Program suspects that the document recording that was the subject of the notification was fraudulent. At a minimum, such information must include information about whom to contact for assistance, to file a complaint or to report an alleged criminal violation. The local law would also change the reporting requirements from quarterly to annual.
