City Council Legislation: Bills and Local Laws

This dataset contains information on New York City bills from 1998 through 2024.

The New York City Council is the City’s legislative body, responsible for proposing, debating, and voting on legislation that affects all aspects of city governance. The legislative process for Introductions in NYC follows these steps:

Bill Introduced – A bill is introduced by a Council Member and assigned a number.

Committee Hearings – The bill is referred to a committee for review, where public hearings may be held for discussion, public comment, and stakeholder engagement.

Committee Vote – The committee votes on whether to advance the bill to the full Council.

Full Council Vote – If approved by the committee, the bill is voted on by the entire Council. A majority vote is required for passage.

Mayoral Action – Once passed by the Council, the bill is sent to the Mayor, who may sign it into law, veto it, or allow it to become law without a signature. If vetoed, the Council can override the veto with a two-thirds majority vote.

Enactment – Once signed or passed via override, the bill is assigned a local law number and becomes part of the city’s legal code. Bills may be enacted immediately, or upon a date defined in the bill.

This dataset provides information on all introductions, regardless of whether they were enacted.

This bill would require the Office for the Prevention of Hate Crimes (OPHC) to provide an individualized response to alleged violent hate crimes. This bill would also require OPHC to provide information to the affected community within 24 hours of the occurrence of a violent hate crime when practicable. This bill would also require OPHC to notify the Mayor, the Speaker of the Council, the Public Advocate and the council member of the district in which a violent hate crime has occurred. These requirements would be subject to an exception for information that is confidential or which would compromise law enforcement investigations or operations if disclosed.

Summary
For each order placed on a food delivery platform, the bill prohibits a food delivery application from soliciting a tip from a customer unless it discloses the amount or proportion of each gratuity provided to the delivery worker; and the manner in which gratuities are provided, whether immediately or not, and whether in cash or not. This information must be provided before or at the same time the gratuity is solicited. The bill would require applications to credit gratuities to the worker. It would mandate that applications notify workers if a gratuity was added, the amount, whether the customer removed it and why, if a reason was provided, or if a change was made. Each day the applications would be required to inform the worker the total compensation and gratuities earned by that worker the day before. Applications would have to keep records demonstrating their compliance with this bill as part of the requirements of their licensure.

The new local law would extended the expired law to still require that catch basins are inspected, at least, once every year and are repaired or unclogged at least five days after inspection or the receipt of a complaint about a clogged or malfunctioning catch basin. The new law would require quarterly reports, remove the sunset provision and take effect immediately.

Summary
This bill would establish an advisory committee on female genital mutilation and cutting (FGM/C) within the Mayor’s Office to End Domestic and Gender-Based Violence (ENDGBV). The committee, headed by the ENDGBV commissioner or their designee, would make recommendations to engage communities and agencies in decreasing, with the goal of eventually eliminating, the practice of female genital mutilation and cutting in the city, and would identify supportive community-based and culturally-responsive resources for people who have undergone female genital mutilation and cutting. The mayor or their designee would appoint advisory committee members from various fields, including City government, healthcare, and non-profit organizations, among others. The advisory committee would be required to meet a minimum of two times per year for two years, after which time ENDGBV would assess the continued need for such advisory committee. ENDGBV would also be required to report on the advisory committee’s activities in its annual report, or if the advisory committee were dissolved, continue to include a description of the office’s work in relation to FGM/C in its annual report.
