City Council Legislation: Bills and Local Laws

This dataset contains information on New York City bills from 1998 through 2024.

The New York City Council is the City’s legislative body, responsible for proposing, debating, and voting on legislation that affects all aspects of city governance. The legislative process for Introductions in NYC follows these steps:

Bill Introduced – A bill is introduced by a Council Member and assigned a number.

Committee Hearings – The bill is referred to a committee for review, where public hearings may be held for discussion, public comment, and stakeholder engagement.

Committee Vote – The committee votes on whether to advance the bill to the full Council.

Full Council Vote – If approved by the committee, the bill is voted on by the entire Council. A majority vote is required for passage.

Mayoral Action – Once passed by the Council, the bill is sent to the Mayor, who may sign it into law, veto it, or allow it to become law without a signature. If vetoed, the Council can override the veto with a two-thirds majority vote.

Enactment – Once signed or passed via override, the bill is assigned a local law number and becomes part of the city’s legal code. Bills may be enacted immediately, or upon a date defined in the bill.

This dataset provides information on all introductions, regardless of whether they were enacted.

A Local Law to amend the administrative code of the city of New York, in relation to conforming the New York city energy conservation code to the New York state energy code with amendments unique to construction in the city and incorporate therein provisions of the NYStretch energy code-2020, and to repeal section 28-1001.2 of such administrative code relating to such conforming amendments
Summary
This bill would implement section 28-1001.3.1 the Administrative Code, which requires triennial updates to the New York City Energy Conservation Code (NYCECC) “to bring it up to date with or exceed the latest edition of the energy conservation construction code of New York State.” These amendments will bring the NYCECC up to date with the 2020 version of the New York State Energy Conservation Code (NYSECC) which goes into effect on May 12, 2020, but with local amendments. The 2020 version of the NYSECC reflects the NYSECC’s adoption of the 2018 International Energy Conservation Code that is published by the International Code Council. In addition, this legislation incorporates the latest version of the New York Stretch Energy Code as required by Local Law 32 for the year 2018. Local Law 32 mandates that the City amend the NYCECC to align it with the latest version of the New York Stretch Energy Code developed by the New York State Energy Research and Development Authority.

Title
A Local Law to amend the administrative code of the city of New York, in relation to affordable housing lottery processes
Summary
This bill would require the Department of Housing Preservation and Development (“HPD”) to promulgate certain minimum rules governing affordable housing lotteries. Such rules must provide that applicants for affordable housing receive written notification stating whether they are accepted or rejected for occupancy in an affordable housing unit, be given sufficient time and information to respond to developers’ requests for information and to appeal a rejection, and be made aware of community-based service providers that may assist the applicant. Applicants may file a complaint with HPD or the New York City Housing Development Corporation, as applicable, if they believe their application was rejected in error. HPD rules must also provide guidance to developers regarding information it may consider in selecting applicants, specifically prohibiting developers from considering photographs of an applicant’s current living situation or minor children’s report cards, prohibiting developers from rejecting applicants based solely on credit score, and requiring developers consider all sources of an applicant’s income. HPD shall provide developers training regarding applicant selection and maintain a compliance hotline for use by developers.

This bill would require an annual report by agencies to the Mayor's Office of Operations on automated decision systems used by those agencies at least once in the prior year, except when such a disclosure would endanger public safety. Such disclosure would include, among other things, the commercial name and a brief description of such algorithmic tool, the purpose of the tool, and the type of data collected and analyzed by the tool. The Mayor's Office of Operations would be required to compile the information disclosed by city agencies and submit a report to the Mayor and the Speaker of the Council every year.

A Local Law to amend the administrative code of the city of New York, in relation to adding conditions for the revocation of vacate orders
Summary
This bill would create conditions that the Department of Housing Preservation and Development (HPD) may impose on building owners before lifting vacate orders. These conditions include (1) requiring building owners provide tenants of the vacated buildings with either temporary dwellings or assistance in relocating to temporary dwellings; (2) requiring that building owners notify building tenants that they have a right to reoccupy the buildings once the buildings may be legally reoccupied; and (3) requiring that building owners notify building tenants that the building owners will permit the tenants to reoccupy the building. This bill further requires building owners to notify both the building tenants and HPD when buildings are ready for reoccupancy. Finally, this bill penalizes building owners who permit tenants to move into buildings with vacate orders before the buildings may legally be reoccupied.

The living wage is defined to be $10 per hour plus health care benefits, or a supplemental health benefits rate of $1.50 per hour in lieu of such health care benefits. Wages for human services workers covered by the law have been stagnant at $10 per hour for over a decade. This bill would raise the living wage for such human services workers to $15 per hour and the health benefits supplement rate to $1.75 per hour.
