City Council Legislation: Bills and Local Laws

This dataset contains information on New York City bills from 1998 through 2024.

The New York City Council is the City’s legislative body, responsible for proposing, debating, and voting on legislation that affects all aspects of city governance. The legislative process for Introductions in NYC follows these steps:

Bill Introduced – A bill is introduced by a Council Member and assigned a number.

Committee Hearings – The bill is referred to a committee for review, where public hearings may be held for discussion, public comment, and stakeholder engagement.

Committee Vote – The committee votes on whether to advance the bill to the full Council.

Full Council Vote – If approved by the committee, the bill is voted on by the entire Council. A majority vote is required for passage.

Mayoral Action – Once passed by the Council, the bill is sent to the Mayor, who may sign it into law, veto it, or allow it to become law without a signature. If vetoed, the Council can override the veto with a two-thirds majority vote.

Enactment – Once signed or passed via override, the bill is assigned a local law number and becomes part of the city’s legal code. Bills may be enacted immediately, or upon a date defined in the bill.

This dataset provides information on all introductions, regardless of whether they were enacted.

This bill would require owners of multiple dwellings that utilize keyless entry systems, including but not limited to key fobs, biometric identifiers and electronic technologies, to provide tenants with a data retention and privacy policy. This bill would establish restrictions on the collection and use of data collected from such systems and from tenants’ usage of utilities and internet services, including, among other things, requiring consent from tenants and other users to use such information, restricting the sharing of such information with third parties, and requiring that any data collected be removed, anonymized, or destroyed within a given time. This bill would establish a private right of action for the unlawful sale of data collected through a keyless entry system covered by the bill. The Department of Housing Preservation and Development would be required to inform tenants and owners of multiple dwellings about the provisions of this law.

The bill would ensure that certified users of medical marijuana qualify as people with disabilities under the NYC Human Rights Law and that, absent an undue hardship or other exemption, employers may not take adverse action based solely on a person’s certified medical use of marijuana. The bill would not permit consumption of marijuana on the job or prohibit an employer from taking action when an employee’s use of marijuana causes impairment on the job.

The bill would expand whistleblower protections in a number of ways. Certain whistleblowers who report misconduct to the Special Commissioner of Investigation for the New York City School District would be protected against adverse personnel actions. The Special Commissioner of Investigation would be required to investigate whistleblower allegations of adverse personnel action that fall within the official’s jurisdiction, and the Corporation Counsel would be required to investigate adverse personnel actions allegedly committed by the Special Commissioner of Investigation and high-ranking officials within the Department of Investigation. Also, the investigating officer would be required to provide periodic status updates regarding the investigation to the relevant whistleblower. Furthermore, if the relevant agency or entity head fails to take remedial action recommended by or acceptable to the investigating officer within a certain time period, the agency or entity would have to provide a written explanation regarding this failure to the relevant whistleblower and the investigating officer. This bill would also establish a private right of action for a relevant whistleblower who suffers adverse personnel action if the whistleblower’s employer does not take remedial actions recommended by or acceptable to the investigating officer. Finally, this bill would require more comprehensive annual reporting by the Commissioner of Investigation regarding reports by whistleblowers on misconduct and adverse personnel actions.

Summary
This bill would require that a tenant be promptly notified if a mold assessor determines that mold remediation is necessary in the tenant’s apartment unit. Currently, a tenant may not receive information about the results of a mold assessment until the landlord has paid for the assessment. In the event the landlord’s payment is delayed, the tenant may not learn of a dangerous mold condition until long after it was discovered. To avoid this, the proposed legislation would (1) require the mold assessor to notify the landlord within 24 hours of discovering a potentially dangerous mold condition, and (2) require the landlord to notify the tenant within 24 hours of receiving such notice.
