City Council Legislation: Bills and Local Laws

This dataset contains information on New York City bills from 1998 through 2024.

The New York City Council is the City’s legislative body, responsible for proposing, debating, and voting on legislation that affects all aspects of city governance. The legislative process for Introductions in NYC follows these steps:

Bill Introduced – A bill is introduced by a Council Member and assigned a number.

Committee Hearings – The bill is referred to a committee for review, where public hearings may be held for discussion, public comment, and stakeholder engagement.

Committee Vote – The committee votes on whether to advance the bill to the full Council.

Full Council Vote – If approved by the committee, the bill is voted on by the entire Council. A majority vote is required for passage.

Mayoral Action – Once passed by the Council, the bill is sent to the Mayor, who may sign it into law, veto it, or allow it to become law without a signature. If vetoed, the Council can override the veto with a two-thirds majority vote.

Enactment – Once signed or passed via override, the bill is assigned a local law number and becomes part of the city’s legal code. Bills may be enacted immediately, or upon a date defined in the bill.

This dataset provides information on all introductions, regardless of whether they were enacted.

The proposed legislation would require the Department of Health and Mental Hygiene or another agency or entity so designated by the Mayor to develop and manage a primary care services and patient navigation program (PCSPNP), which provides primary care services and applicable patient navigator services. Such services will be offered by medical service providers, including Health and Hospitals (H+H) facilities, federally qualified health centers (FQHC), and other not-for-profit and private medical service providers. PCSPNP must ensure that that primary care services are provided in each community district and that at least one participating acute care hospital providing specialty services is provided in each borough, and shall also offer a telemedicine service providing access for patients 24 hours per day, seven days per week.

This bill would require all job centers and SNAP centers to have an expediter on site at all times in which clients are being served or waiting to be served. Expediters would be tasked with checking-in clients, performing a preliminary review of clients’ documents to ensure clients have all necessary documents, and directing clients to the appropriate line or waiting area. This bill would also require all such centers to be equipped with digital displays and an audio amplifier. This bill would also implement a queue management system at every job center and SNAP center. Such system shall allow clients to check-in for each particular service. The system will inform clients how many clients are ahead of them in the queue and the approximate time that they may expect to be called to begin an appointment for each service.

This bill would prohibit telecommunications carriers and mobile applications from sharing a user’s location data with another person, if the location is within New York City. The penalty for violating this prohibition would be $1,000 per violation, with a maximum penalty of $10,000 per day per person whose location data was unlawfully shared. The Department of Information Technology and Telecommunications would enforce this prohibition. This bill would also create a private right of action against telecommunications carriers and mobile application develops who violate this prohibition.

This bill would require owners of properties where a temporary protective structure is installed to display artwork, selected either from among the 40 approved works, or by seeking site-specific artwork, on such temporary protective structure. This bill establishes an opt out for certain property owners who elect not to participate in this program.

Summary
This bill would require the procurement policy board (“PPB”) to set time limits within which agencies would be required to complete each step of the procurement process. The mayor’s office of contract services (“MOCS”) would be required to (1) assess whether each agency is complying with the time limits set by the PPB; (2) assess the difference between the time limits and the actual time required for each step of the procurement process; and (3) recommend changes to the time limits set by the PPB. MOCS would provide a report to the PPB, the Mayor and the Council and would post the report on its website. The PPB would be required to reevaluate and revise the timeframe goals based on the MOCS report. This bill would also require MOCS to develop an online platform that can be used for tracking contracts from the bid award to registration. The online platform would be publically available.

This bill would require the Department of Environmental Protection to study and report on the presence of contaminants from combined sewage overflows in New York City’s waterways and the Department’s progress toward milestones noted in the sewer overflow long term control plan. The Department is also required to study the effectiveness of its current regulations and chlorination treatments for raw sewage. The Department would then develop a watershed management plan as well as a green infrastructure plan with the assistance of an advisory group. Both the study and report are required on a yearly basis and the watershed management plan is required on a yearly basis beginning in 2020. The commissioner would so be required to hold a public meeting to present the reports and allow a public comment period before finalizing any plans or recommendations.
