City Council Legislation: Bills and Local Laws

This dataset contains information on New York City bills from 1998 through 2024.

The New York City Council is the City’s legislative body, responsible for proposing, debating, and voting on legislation that affects all aspects of city governance. The legislative process for Introductions in NYC follows these steps:

Bill Introduced – A bill is introduced by a Council Member and assigned a number.

Committee Hearings – The bill is referred to a committee for review, where public hearings may be held for discussion, public comment, and stakeholder engagement.

Committee Vote – The committee votes on whether to advance the bill to the full Council.

Full Council Vote – If approved by the committee, the bill is voted on by the entire Council. A majority vote is required for passage.

Mayoral Action – Once passed by the Council, the bill is sent to the Mayor, who may sign it into law, veto it, or allow it to become law without a signature. If vetoed, the Council can override the veto with a two-thirds majority vote.

Enactment – Once signed or passed via override, the bill is assigned a local law number and becomes part of the city’s legal code. Bills may be enacted immediately, or upon a date defined in the bill.

This dataset provides information on all introductions, regardless of whether they were enacted.

This legislation would increase the fine and civil penalties for persons engaging in animal abuse. Specifically, the legislation would increase fines for persons restraining animals outside for longer than three continuous hours in any continuous 12 hour period for up to $500 for the first offense, up to $750 for any subsequent offense, and up to an additional $1000 civil penalty. It would also prohibit animal abuse, punishable with a fine up to $500 for the first offense and up to $750 for any subsequent offense, and an additional civil penalty for up to $1000.

This bill would require an online citywide equitable development data tool with citywide, borough wide, and where statistically reliable data is available, neighborhood level and community district level data. Data would be provided for six specific categories, and be disaggregated by race and ethnicity, where available. Racial equity reports on housing and opportunity would be required for certain land use applications, using data from the equitable development data tool. The substance of racial equity reports would vary by application type, but all would include a statement of how the proposed project relates to the goals and strategies to affirmatively further fair housing and promote equitable access to opportunity. Residential projects would state the expected rents for market rate and affordable units and the incomes needed to afford them without incurring housing cost burden. The equitable development data tool would provide the race/ethnicity for such households.

This bill would require the New York City Department of Transportation (DOT) to issue a parking permit for vehicles owned or operated by an individual who has been certified by a physician as experiencing a difficult or complicated pregnancy (any pregnancy which results in impaired mobility). The permit would only be used for parking a vehicle where parking is prohibited by sign or rule, or allowing a vehicle to stand where standing is prohibited by sign or rule. Furthermore, the permit would be issued within 30 days after the DOT receives an application, and would expire 30 days after the expected delivery date. The towing of a vehicle bearing this permit would be prohibited when the vehicle is being used in accordance with the purpose of the permit, except when the Police Department determines a public safety emergency exists.

Summary
This bill would require the Department of Transportation (“DOT”) to issue and implement a transportation master plan every five years. The plan’s goals would be to prioritize the safety of all street users, the use of mass transit, the reduction of vehicle emissions, and access for individuals with disabilities. Each plan would include certain benchmarks. The first plan would be due in December of 2021 and would include:
• 150 miles of physically or camera-protected bus lanes over five years, with at least 20 miles in the first year and at least 30 miles during each subsequent year;
• Transit signal priority at 750 intersections during the first year and 1,000 intersections during each subsequent year;
• 250 miles of protected bike lanes over five years, with at least 30 miles in the first year and 50 miles in each subsequent year;
• Bus stop upgrades like benches, shelters, and real-time passenger information at 500 bus stops each year;
• Redesigning at least 2,000 signalized intersections over five years, with at least 400 redesigns each year;
• Accessible pedestrian signals at no fewer than 2,500 intersections, with at least 500 installations each year;
• Assessing and amending commercial loading zones and truck routes;
• Developing parking policies to promote the master plan’s goals of safety, mass transit use, reduced vehicle emissions, and access for individuals with disabilities; and
• Within the first two years, create and maintain one million square feet of pedestrian space.
The following master plan, due in 2026, would include the completion of a connected bike lane network, installation of physically or camera-protected bus lanes on all routes where they can be installed, installation of accessible pedestrian signals at no fewer than 2,500 intersections over five years, installation of bus stop upgrades at all bus stops, redesign at least 2,000 intersections over five years, and installation of pedestrian ramps at no fewer than 3,000 street corners.
The bill also requires reporting in February of each year regarding an update on any changes to the master plan and the progress towards achieving the benchmarks laid out in the plan.
Finally, DOT would be required to conduct a public education campaign on the benefits of each master plan.

Summary
This bill would require the Department of City Planning (DCP) to study the census tracts that have been designated as Opportunity Zones, which are granted tax benefits pursuant to section 13823 of the Tax Cuts and Jobs Act of 2017 and census tracts eligible to be considered for such designation. DCP would then file a report with the Mayor, the Speaker of the City Council, the Regional Economic Development Council and the Governor containing recommendations for changes to which census tracts are designated as Opportunity Zones.

Summary
This bill would extend the existing compliance dates for Local Law 196 for the year 2017. Local Law 196 for the year 2017 requires, in part, that construction workers complete an Occupational Safety and Health Thirty Hour Course (OSHA-30) or an additional 20 hours of safety training or a 100-hour training program approved by the Department of Buildings, and comply with the training required by Section 3321 of the New York City Building Code.

A Local Law to amend the administrative code of the city of New York, in relation to a paper carryout bag reduction fee, and to repeal chapter 4-F of title 16 of such code, relating to carryout bag reduction
Summary
This bill would require certain covered retail vendors who sell certain products subject to New York State sales tax to charge a fee of 5 cents for each paper bag provided to a customer of such vendor. This bill would have the City opt into State law that goes into effect on March 1, 2020. It would also exempt residents who use the supplemental nutrition assistance program, special supplemental nutrition program for women, infants and children, as full or partial payment toward the items purchased in a covered store from paying the bag fee.
