City Council Legislation: Bills and Local Laws

This dataset contains information on New York City bills from 1998 through 2024.

The New York City Council is the City’s legislative body, responsible for proposing, debating, and voting on legislation that affects all aspects of city governance. The legislative process for Introductions in NYC follows these steps:

Bill Introduced – A bill is introduced by a Council Member and assigned a number.

Committee Hearings – The bill is referred to a committee for review, where public hearings may be held for discussion, public comment, and stakeholder engagement.

Committee Vote – The committee votes on whether to advance the bill to the full Council.

Full Council Vote – If approved by the committee, the bill is voted on by the entire Council. A majority vote is required for passage.

Mayoral Action – Once passed by the Council, the bill is sent to the Mayor, who may sign it into law, veto it, or allow it to become law without a signature. If vetoed, the Council can override the veto with a two-thirds majority vote.

Enactment – Once signed or passed via override, the bill is assigned a local law number and becomes part of the city’s legal code. Bills may be enacted immediately, or upon a date defined in the bill.

This dataset provides information on all introductions, regardless of whether they were enacted.

This bill would require the Commissioner of Sanitation to conduct a public education campaign on section 397-a of the General Business Law, which prohibits unsolicited advertising on private property if conditions are met by the property owner. The Commissioner would have to educate the public on actions prohibited by the section and exceptions to it, authorizations and requirements for property owners under the section, specifications under the section for the design and content of signs, civil penalties imposed on violators of the section, and administrative processes concerning reporting and adjudication of violations of the section. The bill would also require the Commissioner to post sample signs meeting the section’s requirements on the Department of Sanitation’s website for download and printing by the public. If the section is ever repealed, the Commissioner would have to conduct a public education campaign on any New York State or local law or regulation intended for the same purpose.

This bill would require the commissioner of consumer and worker protection (commissioner) to establish and maintain an online, publicly available database that compiles information related to workplace fatalities that occur in New York City. To facilitate maintenance of such database, this bill would require the chief medical examiner to deliver to the commissioner reports of deaths that, in the chief medical examiner’s judgment, occur as the result of a work-related fatal injury in the workplace. This bill would also require direct employers, contractors, and subcontractors to provide the commissioner with additional information in relation to such deaths. A failure to report such information would be punishable by a civil penalty of no less than $1,000 and no more than $2,500 for each violation.

All preschools and nursery schools would be required to test water used for drinking or cooking at least once a year, and provide the results of this analysis to the parent or guardian of each child that attends such facility. If results indicate a lead level above the level to be established by DOHMH, such facilities would be required to install water filtration or treatment systems to reduce lead concentrations in water, or to use other means to supply safe drinking and cooking water to occupants of such facilities.

This bill would require that when a purchaser submits an offer to buy certain residential property that the owner has not listed for sale, is not actively selling, or did not intend to sell, the purchaser must disclose, in writing, in a clear and conspicuous manner, the estimated market value of such property. Any purchaser who violates this law is liable for a civil penalty of not more than $500 for the first violation and not more than $1,000 for a subsequent violation. Each distinct offer that violates this law is considered a separate violation. This bill would include a private right of action. The City sheriff would enforce this bill. It would be an affirmative defense in any adjudication pursuant to this bill for the purchaser to have an interest in the residential property for which an offer was submitted.

This bill would require the Commissioner of Health and Mental Hygiene to implement a three-year pilot program to establish postpartum support groups focused on the mental health of postpartum individuals. The support groups would be professionally facilitated and provide access to peer support, educational materials on postpartum mental health and postpartum stressors, and resources on home visiting support, lactation consultants, and other maternal health experts. There would need to be at least one group established in each borough, at least one group established in each of the three community districts with the highest rates of postpartum mental health issues, and at least one group established in each of the three community districts facing the greatest community and geographic impacts due to factors such as structural racism, high poverty rates, limited access to healthcare services, and social determinants of poor mental health. The Commissioner would be required to submit to the Mayor and Speaker of the Council, and post online, a report on the program, in part including recommendations on whether to establish a permanent postpartum support group program.

If these facilities are not compliant, Parks must report on what steps they are taking to bring these facilities into compliance and how long it will take to achieve compliance. Parks would also be required to create a map on their website that shows all Parks facilities included in the report.

This bill would require the Department of Buildings to create a risk-based inspection program to identify hazardous buildings, using a predictive model to weigh factors including but not limited to building data, violation history, and prior façade inspection reports. The department shall conduct proactive inspections after the model assigns a risk score indicating the likelihood of a structural collapse. The owner of a building that receives a notice of violation as a result of the risk-based inspection program shall submit and post a corrective action plan within 10 days, and shall be precluded from receiving any non-emergency permits until all façade defects are corrected. Violations issued as a result of the risk-based inspection program shall be corrected within 30 days. The department shall impose escalating penalties for any violation centered on an unsafe condition that was present during the prior façade inspection program cycle.

This bill amends Section 24-424 of the Administrative Code by adding a new subdivision d. requiring an office or agency designated by the mayor to examine, survey and map all methane leaks and to provide written notification to any relevant gas utility of the city’s intent or the city’s grant of consent to open the ground on any public way to survey the area for the presence of natural gas. Where natural gas leaks are identified this proposed local law would require repair or replacement of any aging, leak-prone or leaking natural gas infrastructure located on or in any public way responsible for a large volumetric leak. Where any leaking natural gas infrastructure that is the source of a large volumetric leak is not repaired within ninety days after notice, the designated agency shall repair the leak and seek cost recovery on behalf of the city.

This bill would authorize the Commissioner of Finance to establish a 90 day, temporary program to resolve outstanding penalties imposed by the Environmental Control Board and Parking Violations Bureau. With certain conditions, the program would permit those who are subject to default judgments to resolve them by paying the base penalty and having the default penalty and accrued interest waived. It would also permit, with certain conditions, those who are subject to judgments as a result of a finding by the ECB that they were in violation to resolve those judgments by paying 75 percent of the imposed penalty and having the accrued interest waived. The program would last for 90 days in fiscal year 2025 and the Commissioner would be able to extend the program for an additional 90 days. Respondents who made certain partial penalty payments prior to the start of the program would be eligible to resolve the associated judgments.

If a pedal-assist bicycle operator fails to complete the course, any pedal-assist bicycle in the possession of such operator may be seized and impounded until such operator submits proof that they have completed the safe pedal-assist bicycle operation course. DOT would be required to report on the number of pedal-assist bicycle operators who completed the course, the number of pedal-assist bicycles impounded, and the effectiveness of the program. The pilot program would expire after 3 years.

The Commissioner would also have to identify local benefits of this additional siting, logistical challenges associated with this additional siting, and any solutions to these challenges. Lastly, the Commissioner would be required to estimate the costs associated with this siting. No later than 1 year after the effective date of this bill, the Commissioner would have to submit a report containing the findings of the study to the Speaker of the Council and the Mayor and post the report on the Department of Transportation’s website.

This bill would create an enforcement scheme for repeat violators of the City’s Human Rights Law (HRL). Under the scheme, repeat violators must carry out a remedial anti-discrimination plan, subject to supervision by the City Commission for Human Rights (CCHR), for a period of 1 to 5 years. The supervision period may be extended for noncompliance with the plan or for additional violations of the HRL. CCHR must consider imposing a supervised remedial plan any time a covered entity violates the HRL three times in a two-year span. This bill would also require CCHR to conduct a public information campaign on best practices for places of public accommodation, including educational institutions, to comply with the HRL.

Summary
This bill would require that the Department of Environmental Protection (DEP) update by 2025 its plan to prevent sewer backups and conduct further updates every 5 years thereafter. Additionally, the plan would be expanded to include the identification of areas with a significant number of notices of claims filed with the Comptroller alleging losses due to sewer backups. Further, this bill would require DEP to provide timely notice of unconfirmed sewer backups to impacted residents and to sewer backup complainants. Such notice would include a determination from DEP that the backup complaint was not associated with a condition in the city-owned sewer system, a statement that the backup may be related to an adverse condition in a privately-owned sewer, and an informational pamphlet detailing potential causes of backups in privately-owned sewers.
