City Council Legislation: Bills and Local Laws

This dataset contains information on New York City bills from 1998 through 2024.

The New York City Council is the City’s legislative body, responsible for proposing, debating, and voting on legislation that affects all aspects of city governance. The legislative process for Introductions in NYC follows these steps:

Bill Introduced – A bill is introduced by a Council Member and assigned a number.

Committee Hearings – The bill is referred to a committee for review, where public hearings may be held for discussion, public comment, and stakeholder engagement.

Committee Vote – The committee votes on whether to advance the bill to the full Council.

Full Council Vote – If approved by the committee, the bill is voted on by the entire Council. A majority vote is required for passage.

Mayoral Action – Once passed by the Council, the bill is sent to the Mayor, who may sign it into law, veto it, or allow it to become law without a signature. If vetoed, the Council can override the veto with a two-thirds majority vote.

Enactment – Once signed or passed via override, the bill is assigned a local law number and becomes part of the city’s legal code. Bills may be enacted immediately, or upon a date defined in the bill.

This dataset provides information on all introductions, regardless of whether they were enacted.

Summary
This bill would require the Department of City Planning (DCP), or if the City Planning Commission (CPC) is not the lead agency, the lead agency, to report on the transportation impacts in areas affected by neighborhood rezonings. Each study would require a comparison of the impacts in existence at the time of the study to the potential impacts identified in the final environmental impact statement (EIS) approved by the City Planning Commission in connection with such rezoning. If there are significant disparities between the impacts identified in the study and those identified in the EIS, DCP or the lead agency shall make recommendations on how to amend the CEQR Technical Manual to more accurately forecast such impacts in future land use actions. As part of that report, DCP or the lead agency would be required to discuss whether a vehicle miles traveled model would more accurately and usefully capture project impacts. The bill would require DCP or the lead agency to submit such studies and reports four years and ten years after final approval of a neighborhood rezoning.

The new criteria would not apply to sidewalk sheds that are installed before June 1, 2019 but would affect sidewalk sheds for which renewal permits are sought after such date.

This bill would require the Department of City Planning (DCP) to conduct a study in connection with each covered land use project approved by the City Council on or after January 1, 2009, to identify changes in population and housing that have occurred since the effective date of such covered project. By the end of the year 14 years after the effective date of a covered project, the DCP would be required to transmit a report to the mayor and the Council documenting the results of each such study and providing statistically-based context to describe any changes that have occurred. Covered projects would be projects for which the City or a non-profit corporation of which a majority of its members are appointed by the mayor is the applicant or co-applicant, that include one or more related applications for a change to the zoning map, a special permit withing the jurisdiction of the City Planning Commission, housing and urban renewal plans pursuant to state and federal law, or the disposition of City-owned property, that changes the maximum residential floor area or density that can be built as of-right on four adjacent blocks of real property.

The bill would also require that DHS submit the plan to the Speaker of the Council no later than 180 days of the effective date of this bill. The bill would also require that DHS collaborate with the Department of Social Services (DSS) to outline steps to address accommodating pets of homeless individuals and families in shelter under DSS programs such as those in shelters for domestic violence survivors.

This bill would prohibit the elective declawing of healthy kittens and cats for non-therapeutic purposes. Declaw procedures would only be permitted when medically necessary and performed by a licensed veterinarian on a cat or kitten under anesthesia. The penalty for performing a non-therapeutic declaw procedure would be at least $500 or at most $700. A veterinarian who performs a non-therapeutic declaw procedure would be reported to the State Department of Education and Board of Regents for disciplinary action due to unprofessional conduct.

This bill would require the SBS to establish a vacant storefront registry. Property owners would be required to register when a storefront property becomes vacant for more than 90 days. Failure to register would result in a civil penalty in the amount of $1,000 for every week or portion thereof.
