City Council Legislation: Bills and Local Laws

This dataset contains information on New York City bills from 1998 through 2024.

The New York City Council is the City’s legislative body, responsible for proposing, debating, and voting on legislation that affects all aspects of city governance. The legislative process for Introductions in NYC follows these steps:

Bill Introduced – A bill is introduced by a Council Member and assigned a number.

Committee Hearings – The bill is referred to a committee for review, where public hearings may be held for discussion, public comment, and stakeholder engagement.

Committee Vote – The committee votes on whether to advance the bill to the full Council.

Full Council Vote – If approved by the committee, the bill is voted on by the entire Council. A majority vote is required for passage.

Mayoral Action – Once passed by the Council, the bill is sent to the Mayor, who may sign it into law, veto it, or allow it to become law without a signature. If vetoed, the Council can override the veto with a two-thirds majority vote.

Enactment – Once signed or passed via override, the bill is assigned a local law number and becomes part of the city’s legal code. Bills may be enacted immediately, or upon a date defined in the bill.

This dataset provides information on all introductions, regardless of whether they were enacted.

These agencies will then draft a report based on their findings and make recommendations for legislation and rules implementing cure periods. The public will have an opportunity provide feedback on the report before it is submitted to the Council.

This bill would require the Department of Small Business Services (“SBS”) to provide individualized legal assistance to small business tenants on commercial lease-related issues free of charge, through a designated organization. It would also empower SBS to provide legal representation in court for small business tenants facing eviction, lease termination or allegations that the businesses had breached their lease terms, at no cost to the small business tenant, through a designated organization. SBS would also be required to provide assistance to small businesses with regards to funding programs related to COVID-19, such as loans and grants, until 180 days after the Mayor’s declaration of a state of emergency expires. All these programs would be subject to appropriation. Additionally, SBS would have to report on the outcomes of the programs established by the bill, including certain characteristics of the businesses served and the designated organizations who provided the programs.

This bill would require the department of finance to collect data and establish a public dataset of commercial properties in the City. Such dataset would contain the following data disaggregated by council district and census tract: the median and average total duration of leases; the median and average remaining term to lease expiration; the median and average size of rentable floor area per premises lease; the number of such premises reported as being leased and vacant; the median and average rent; and the number of such premises whose lease is due to expire within two years of June 1 of the current calendar year. The bill would further require the release of a list of addresses of commercial properties, and whether or not those properties are vacant. The owners of a ground floor or second floor commercial premises would be required to submit this information to the department of finance as a part of the annual income and expense statement submission. Supplemental registrations are required if the premises become vacant or the ownership of the premises has changed.

This bill would require that the Department of Parks and Recreation (“DPR”) indicate which segment of sidewalk, known as a sidewalk flag, it intends to repair as part of its Trees and Sidewalks Program (“TSP”). DPR will also be required to provide notice to the homeowner whose property abuts the sidewalk in question which sidewalk flag it intends to repair. DPR and the Department of Transportation (“DOT”) would be required to maintain a database of planned sidewalk repairs. DOT would be required to verify whether a sidewalk flag is enrolled in the TSP before issuing a notice of violation. This bill would also make enrollment in the TSP a defense against any charges issued to a homeowner for sidewalk repair before the bill’s effective date. This bill would be retroactive to the commencement of the TSP, March 1, 2005.

Summary
This bill proposed local law amends Chapter 24-177 of the administrative code of the city of New York by adding a new section 24-177.1. The proposed local lawbill prohibits storage of biodiesel blends of greater than twenty percent when underground storage tank components are not compatible with the substance stored. The legislation identifies system parts critical for demonstrating compatibility, requires that owners or operators of underground storage tanks use components that are certified by a nationally recognized independent testing laboratory or use components approved by the manufacturer or another implementing agency determined to be adequately protective of public health and the environment. The proposed local law legislation permits the Fire Department to issue a citywide waiver where biodiesel blends of 20% biodiesel or less are stored in city-owned underground storage tanks. The local law also authorizes the Fire Department to issue a variance where biodiesel blends greater than 20% biodiesel are stored in city-owned underground storage tanks provided that the standards for granting the variance establish that the storage method is adequately protective of public health and the environment. Finally, owners or operators of underground storage tank systems must keep records of leak detection performance claims for a period of at least five years and owners or operators of underground storage tank systems must keep records that document compliance with the compatibility requirement for as long as the underground storage tank is used to store biodiesel blends.
