City Council Legislation: Bills and Local Laws

This dataset contains information on New York City bills from 1998 through 2024.

The New York City Council is the City’s legislative body, responsible for proposing, debating, and voting on legislation that affects all aspects of city governance. The legislative process for Introductions in NYC follows these steps:

Bill Introduced – A bill is introduced by a Council Member and assigned a number.

Committee Hearings – The bill is referred to a committee for review, where public hearings may be held for discussion, public comment, and stakeholder engagement.

Committee Vote – The committee votes on whether to advance the bill to the full Council.

Full Council Vote – If approved by the committee, the bill is voted on by the entire Council. A majority vote is required for passage.

Mayoral Action – Once passed by the Council, the bill is sent to the Mayor, who may sign it into law, veto it, or allow it to become law without a signature. If vetoed, the Council can override the veto with a two-thirds majority vote.

Enactment – Once signed or passed via override, the bill is assigned a local law number and becomes part of the city’s legal code. Bills may be enacted immediately, or upon a date defined in the bill.

This dataset provides information on all introductions, regardless of whether they were enacted.

The proposed legislation would create a traffic infraction punishable by a fine of up to $50 for back seat passengers sixteen years or over not using a safety belt and/or for drivers who fail to ensure safety belt use of their back seat passengers sixteen years or over, other than those drivers transporting passengers for hire pursuant to a Taxi and Limousine Commission license.

The proposed legislation would exempt buses, including school buses, and authorized emergency vehicles, mirroring provisions in State law. It would also exempt passengers with a physically disabling condition duly certified by a physician that would prevent safety belt use, and provide an affirmative defense for passengers of for hire vehicles that the vehicle in which they are a traveling lacks a visible, accessible, and working back seat safety belt.

This local law would expand the Small Business Tax Credit (“the credit”) against the Commercial Rent Tax which was initially created through Local Law 254 of 2017. The credit, as expanded, would provide complete tax relief for taxpayers who have incomes of $5 million or less and who pay less than $750,000 per year in rent. Taxpayers who have incomes of $5 million or less and who pay between $750,000 and $800,000 per year in rent, and those taxpayers who have incomes between $5 million and $10 million and who pay less than $800,000 per year in rent would receive a partial, sliding scale credit. Taxpayers who have incomes of more than $10 million or who pay more than $800,000 per year in rent would not receive any credit. The expanded credit would be available beginning June 1, 2019.
