City Council Legislation: Bills and Local Laws

This dataset contains information on New York City bills from 1998 through 2024.

The New York City Council is the City’s legislative body, responsible for proposing, debating, and voting on legislation that affects all aspects of city governance. The legislative process for Introductions in NYC follows these steps:

Bill Introduced – A bill is introduced by a Council Member and assigned a number.

Committee Hearings – The bill is referred to a committee for review, where public hearings may be held for discussion, public comment, and stakeholder engagement.

Committee Vote – The committee votes on whether to advance the bill to the full Council.

Full Council Vote – If approved by the committee, the bill is voted on by the entire Council. A majority vote is required for passage.

Mayoral Action – Once passed by the Council, the bill is sent to the Mayor, who may sign it into law, veto it, or allow it to become law without a signature. If vetoed, the Council can override the veto with a two-thirds majority vote.

Enactment – Once signed or passed via override, the bill is assigned a local law number and becomes part of the city’s legal code. Bills may be enacted immediately, or upon a date defined in the bill.

This dataset provides information on all introductions, regardless of whether they were enacted.

The proposed law would allow public officials to create stand-alone trusts to take donations to pay for their legal expenses in certain criminal and civil matters and for the legal defense of anyone involved in a matter for which the trust was created. The proposed law would set a donation limit of $5,000 per donor and would place restrictions on who could donate to a legal defense trust. Lobbyists, people doing business with the city, corporations and LLCs would not be allowed to donate, and all donations would have to be reported to the conflicts of interest board and posted online.

Summary
Local Law 27 of 2012 (the “Prevailing Wage Law”) requires payment of prevailing wages to building service employees in buildings where a private developer receives at least $1,000,000 in discretionary financial assistance from the City or a City economic development entity for a City development project.
The proposed bill would cover additional developers and projects by removing the current exemption in the Prevailing Wage Law for affordable housing projects and not-for-profit developers of residential projects. Accordingly, building service workers in most residential projects receiving financial assistance of at least $1,000,000 for new construction or preservation would be required to be paid the prevailing wage. The bill exempts smaller residential projects with fewer than 120 units, certain supportive housing projects, deeply affordable preservation projects and NYCHA projects financed through the federal Rental Assistance Demonstration program.

This bill would extend employment protections for individuals with pending adjournments in contemplation of dismissal (ACDs) and convictions for violations prior to sealing by adding unsealed violations and ACDs to the category of dispositions that may never be considered for the purpose of making employment-related decisions. The bill also prohibits discrimination in licensing against applicants with convictions for violations, even prior to sealing. Additionally, this bill would clarify protections for applicants and employees with pending criminal cases by explicitly requiring an employer to make an individualized assessment of the relationship between the charged conduct and the job, much like what is required for consideration of an individual’s conviction history.

Summary
This bill prohibits food and retail establishments from refusing to accept cash from consumers. It also prohibits establishments from charging cash-paying consumers a higher price than cash-less consumers. The bill provides for penalties of not more than $1000 for a first violation, and of not more than $1500 for each succeeding violation. There are some modifications and exceptions in the bill. Food and retail establishments do not have to accept bills in denominations of greater than $20. Transactions taking place completely online, by phone or mail are excluded. Food and retail establishments that have devices that convert cash into prepaid cards on their premises are considered to accept cash only if several requirements are met. Such devices cannot charge a fee or require a minimum deposit over one dollar. There can be no limit on the number of transactions on such cards. The funds on the card cannot expire. Where a device malfunctions, an establishment must accept cash, and shall have a sign stating such on or immediately adjacent to the cash-conversion device.
