City Council Legislation: Bills and Local Laws

This dataset contains information on New York City bills from 1998 through 2024.

The New York City Council is the City’s legislative body, responsible for proposing, debating, and voting on legislation that affects all aspects of city governance. The legislative process for Introductions in NYC follows these steps:

Bill Introduced – A bill is introduced by a Council Member and assigned a number.

Committee Hearings – The bill is referred to a committee for review, where public hearings may be held for discussion, public comment, and stakeholder engagement.

Committee Vote – The committee votes on whether to advance the bill to the full Council.

Full Council Vote – If approved by the committee, the bill is voted on by the entire Council. A majority vote is required for passage.

Mayoral Action – Once passed by the Council, the bill is sent to the Mayor, who may sign it into law, veto it, or allow it to become law without a signature. If vetoed, the Council can override the veto with a two-thirds majority vote.

Enactment – Once signed or passed via override, the bill is assigned a local law number and becomes part of the city’s legal code. Bills may be enacted immediately, or upon a date defined in the bill.

This dataset provides information on all introductions, regardless of whether they were enacted.

This bill would amend the cost overruns report currently required by Local Law 18 of 2012 by requiring additional reporting for capital contract modifications for revisions of 20% or more of the original value of contracts over ten million dollars. This additional reporting would include detailed explanatory language regarding the nature of such contract modifications, including the total number of proposals submitted prior to awarding the original contract and whether the selected vendor’s other contracts with city agencies were similarly delayed, if applicable. The secondary report required by Local Law 18 of 2012 would now be triggered for subsequent contract modifications of the lower of: (i) ten percent of the revised value or (ii) ten million dollars or more.

Under the bill, owners of single newsracks would be required, prior to installation, to provide the City with identifying information and to certify that they have complied with all related newsrack laws. The owner would be required to resubmit this information annually. The owners would also be required to notify the City prior to the removal of newsracks. The City would grant each newsrack a unique identification number.

The bill would also require owners of modular newsracks (a newsrack with multiple publications) to submit a plan to the City for approval and to local community boards for comment, and to comply with any modifications that the City requires. The owners of modular newsracks would be required to consult with existing publications and existing newsrack owners on the same block, and to comply with space, distance and cost and fee requirements.

Summary
The proposed local law would amend Title 24 of the administrative code is amended by adding a new section 24-806.1 to require the department to review the opportunities to generate solar or wind energy from vacant and underutilized sites including closed and capped landfills and brownfields. This local law would also require that the department undertake a feasibility study, including a cost benefit analysis. A draft of the study must be submitted to the mayor and the speaker of the council on or before September 30, 2019. A final study with recommendations for generation solar or wind energy from vacant and underutilized sites including closed and capped landfills and brownfields must be submitted to the mayor and the speaker of the council by December 31, 2019. If there are no recommendations made with respect to the opportunities to generate solar or wind energy from vacant and underutilized sites the department would be required to undertake another study in three years to examine this issue again and ascertain whether generation of solar or wind energy from vacant and underutilized sites including closed and capped landfills and brownfields in New York City is more feasible at that time.
