City Council Legislation: Bills and Local Laws

This dataset contains information on New York City bills from 1998 through 2024.

The New York City Council is the City’s legislative body, responsible for proposing, debating, and voting on legislation that affects all aspects of city governance. The legislative process for Introductions in NYC follows these steps:

Bill Introduced – A bill is introduced by a Council Member and assigned a number.

Committee Hearings – The bill is referred to a committee for review, where public hearings may be held for discussion, public comment, and stakeholder engagement.

Committee Vote – The committee votes on whether to advance the bill to the full Council.

Full Council Vote – If approved by the committee, the bill is voted on by the entire Council. A majority vote is required for passage.

Mayoral Action – Once passed by the Council, the bill is sent to the Mayor, who may sign it into law, veto it, or allow it to become law without a signature. If vetoed, the Council can override the veto with a two-thirds majority vote.

Enactment – Once signed or passed via override, the bill is assigned a local law number and becomes part of the city’s legal code. Bills may be enacted immediately, or upon a date defined in the bill.

This dataset provides information on all introductions, regardless of whether they were enacted.

Summary
This bill would require online short-term (less than 30 days) rental platforms that provide booking services for a fee to provide information about those transactions to the Mayor’s Office of Special Enforcement including:
• The address of the short term rental;
• The name and address of the rental host;
• The URL of the short term rental listing;
• Whether the short term rental was for the entire unit or part of it;
• The number of days the unit is rented;
• The fees collected by the online platform for booking services; and
• Information about rent collected by the booking service, where applicable.

Platforms that solely list or advertise offers for short-term rentals would not be required to report on such listings.

Any personal information obtained by the City must be protected to the fullest extent of all relevant state, federal and local laws including, where applicable, the state Freedom of Information Law and local laws 245/2017 and 247/2017, and maintained, stored and handled in a manner consistent with such laws.

Failure to provide this information would result in a fine that is the greater of either $1,500 per listing for each reporting period in which the required information is not provided completely or accurately, or the total amount of the fees collected during the preceding year for transactions related to such listing, whichever is greater.

Summary
The bill will create a "dangerous vehicle abatement program" that requires owners of vehicles with more than 5 red light camera violations or more than 15 speed camera violations within 12 months to take a safe vehicle operation course offered by the Department of Transportation (DOT). If an owner fails to complete the course, their vehicle may be impounded by the Sheriff. Owners who receive a red light or speed camera violation will be notified that those violations will count toward dangerous vehicle abatement program. After receiving notice that a vehicle is covered under the program, an owner will have the opportunity to contest. Defenses will include that: (1) another person was driving the vehicle and will take the course, (2) the vehicle hasn’t accrued a sufficient number of tickets, (3) the owner was not able to enroll in the course, through no fault of their own, and (4) personal circumstances beyond the control of the owner would cause undue hardship and prevent them from completing the course. The program will run for three years. Each year, DOT will report on the number of drivers of who completed the course and the number of vehicles impounded. At least three months before the end of the program, DOT will issue a report on the effectiveness of the program and how certain driving behaviors correlate with traffic crashes.

This bill expands the prohibited street vending zone around the World Trade Center to include existing security points. Summary
This bill would restrict food service establishments – such as restaurants, cafes, delis, bars, grocery stores and food trucks – from providing single-use plastic straws, stirrers and splash sticks to customers. Providing single-use plastic stirrers and splash sticks of any kind would be prohibited. Providing non-compostable, single-use plastic straws would be prohibited except upon request. For customers who request a non-compostable plastic straw, food service establishments would be required to provide one free of charge, without inquiring about the reason for the request. To refuse to provide a non-compostable plastic straw or to inquire about the reason for the request could constitute a violation of the City’s Human Rights Law. Food service establishments would additionally be required to stock non-compostable plastic straws to fulfill customer requests, and would have to post signs advertising the straws’ availability at self-serve stations. Compostable plastic straws would be permitted to be given out upon request only for use on-premises, and only if the food service establishment properly separates and disposes of those straws through a commercial composting provider. Food service establishments who violate the provisions of this bill would be liable for civil penalties. This bill would also repeal Chapter 4 of Title 16 of the Administrative Code pertaining to the recycling of rechargeable batteries, which is currently governed by State law.
