City Council Legislation: Bills and Local Laws

This dataset contains information on New York City bills from 1998 through 2024.

The New York City Council is the City’s legislative body, responsible for proposing, debating, and voting on legislation that affects all aspects of city governance. The legislative process for Introductions in NYC follows these steps:

Bill Introduced – A bill is introduced by a Council Member and assigned a number.

Committee Hearings – The bill is referred to a committee for review, where public hearings may be held for discussion, public comment, and stakeholder engagement.

Committee Vote – The committee votes on whether to advance the bill to the full Council.

Full Council Vote – If approved by the committee, the bill is voted on by the entire Council. A majority vote is required for passage.

Mayoral Action – Once passed by the Council, the bill is sent to the Mayor, who may sign it into law, veto it, or allow it to become law without a signature. If vetoed, the Council can override the veto with a two-thirds majority vote.

Enactment – Once signed or passed via override, the bill is assigned a local law number and becomes part of the city’s legal code. Bills may be enacted immediately, or upon a date defined in the bill.

This dataset provides information on all introductions, regardless of whether they were enacted.

Summary
This bill would expand the investigations that the Department of Health and Mental Hygiene (DOHMH) is required to conduct under existing law whenever it is alerted about a child with an elevated blood lead level. Under this legislation, DOHMH or another relevant city agency would be required to inspect not just the dwelling unit where a poisoned child resides, but also any daycare, preschool, or nursery school where the child routinely spends 10 or more hours per week, as well as any park or playground where DOHMH determines that bare soil presents a potential source of lead exposure. DOHMH would also be required to inspect any apartment with a child under 1 in the same building as the dwelling unit where a poisoned child resides. These inspections would include analysis by an x-ray fluorescence analyzer (XRF) of all friction surfaces, chewable surfaces and impact surfaces, as well as assisting with the ordering of a free water test kit and testing of soil from any area on the property covered in bare soil that may be a potential source of lead exposure. When DOHMH issues an order to abate a lead paint hazard, landlords would be required to report XRF results for all surfaces in a unit to the Department of Housing Preservation and Development (HPD) within 60 days. DOHMH or another relevant city agency would be required to notify all residents of the building that a lead hazard was identified, and to provide specific notice to residents of units it intends to inspect, as well as refer these residents to resources to learn more about their rights under the city’s lead laws. This legislation also requires that DOHMH provide information regarding special education services available from the department of education to the parent or guardian of any child under the age of 18 determined to have an elevated blood lead level.

This bill would establish a retirement savings board to facilitate the implementation the retirement security program created by Proposed Int. No. 888-A. The board would consist of three members, who are appointed by the Mayor. The powers of the board include determining the start date of the program, entering into contracts with financial institutions and administrators, minimizing fees and costs associated with the administration of the program, creating a process for those not employed by a covered employer to participate, and conducting education and outreach to employers and employees. The board would work with the Comptroller—who is responsible for managing trust funds held by the City, such as the pension funds—to select the investment strategies and policies. The board would be required to report annually on its activities and actions. The bill would take effect in 90 days, however, the board would have up to two years to implement the program.

40% of New Yorkers near retirement age have less than $10,000 saved for retirement. This bill would thus create a mandatory auto-enrollment payroll deduction IRA program for employees of private sector employers which do not offer a retirement plan and employ five or more employees. The default employee contribution rate would be 5%, which employees can adjust up or down, or opt-out of at any time, up to the annual IRA maximum of $6,000 (or $7,000 if age 50 or above). The plan would be portable so when employees switch jobs they can continue to contribute or roll over their accounts into other retirement savings plans. Employers would not contribute on behalf of employees.

A Local Law to amend the administrative code of the city of New York, in relation to access to doulas
Summary
This bill would require the Department of Health and Mental Hygiene (DOHMH) to assess the needs of pregnant people and the availability of doulas to meet those needs. This would be done by DOHMH assessing demand, the cost of doulas, existing doula programs, current availability of doula services, and the benefits of doula programs. DOHMH would then be required to provide the Speaker of the Council with a plan for providing access to doulas to more pregnant people who request doula services as well as an annual report with information about known organizations that provide doula services or and training and information on areas in the city that experience disproportionally high rates of maternal mortality, infant mortality, and other poor birth outcomes.

Many criminal courthouses in New York City do not have ATMs or have ATMs that are not conveniently located for individuals who need to pay bail or are not accessible at all times that arraignments are taking place. This seriously limits the ability to pay bail. This bill would require the Mayor’s Office of Criminal Justice (MOCJ) to make reasonable efforts to work with the New York State Office of Court Administration to secure the installation of ATMs in all courthouses in New York City where arraignments take place, to ensure that the ATMs are located and accessible at convenient places and times for individuals being arraigned and to ensure that there are signs posted near the ATMs that provide a phone number to call if the ATM ceases to work. In addition, MOCJ would be required to make an annual report on the availability of ATMs in courthouses, including their location and hours of accessibility, and MOCJ’s efforts in the prior year to secure installation of ATMs in criminal courthouses.

A Local Law to amend the administrative code of the city of New York, in relation to remediating lead water hazards in certain facilities serving children
Summary
The proposed bill would require all preschools and nursery schools in the city to maintain lead levels below a water lead action level to be established by the Department of Health and Mental Hygiene (DOHMH) in all drinking water or water used for cooking. All preschools and nursery schools would be required to test water used for drinking or cooking at least once a year, and provide the results of this analysis to the parent or guardian of each child that attends such facility. If results indicate a lead level above the level to be established by DOHMH, such facilities would be required to install water filtration or treatment systems to reduce lead concentrations in water, or to use other means to supply safe drinking and cooking water to occupants of such facilities.
