City Council Legislation: Bills and Local Laws

This dataset contains information on New York City bills from 1998 through 2024.

The New York City Council is the City’s legislative body, responsible for proposing, debating, and voting on legislation that affects all aspects of city governance. The legislative process for Introductions in NYC follows these steps:

Bill Introduced – A bill is introduced by a Council Member and assigned a number.

Committee Hearings – The bill is referred to a committee for review, where public hearings may be held for discussion, public comment, and stakeholder engagement.

Committee Vote – The committee votes on whether to advance the bill to the full Council.

Full Council Vote – If approved by the committee, the bill is voted on by the entire Council. A majority vote is required for passage.

Mayoral Action – Once passed by the Council, the bill is sent to the Mayor, who may sign it into law, veto it, or allow it to become law without a signature. If vetoed, the Council can override the veto with a two-thirds majority vote.

Enactment – Once signed or passed via override, the bill is assigned a local law number and becomes part of the city’s legal code. Bills may be enacted immediately, or upon a date defined in the bill.

This dataset provides information on all introductions, regardless of whether they were enacted.

This bill would require owners of multiple dwellings to annually inspect soil in areas on the premises of a multiple dwelling, partially or wholly covered in soil and accessible to persons other than those employed to maintain such premises. If the lead level of that soil is above the soil lead reference level, the owner must notify the Department of Housing Preservation and Development and cover, replace or remediate that area. The Department of Health and Mental Hygiene may reduce the frequency of the sampling to every three years, if for each of the immediately preceding three years, the results indicate that the lead levels were below the soil lead reference levels.

Summary
This bill would establish requirements to strengthen interagency communication, tenant notification, and inspections related to lead-based paint and lead dust hazards. First, this bill would require the Department of Health and Mental Hygiene (DOHMH) to add certain information regarding lead dust hazards to existing pamphlets. This bill would also expand existing DOHMH referral procedures where a child may have been exposed to lead to automatically refer such child to a medical provider for blood lead testing, regardless of whether a referral is requested by a parent or guardian. This bill would also require DOHMH to post a notice in the lobby of a building when, in the course of completing certain inspections, a lead hazard has been discovered in the common area. Building owners would be required to post additional notices on every floor. This bill would also require statements of compliance with lead safe work practices as a condition of certain permit applications, and would require the Department of Buildings (DOB) to maintain records of all such permits. This bill would add lead safe work practices to the requirements of a Tenant Protection Plan, while also allowing DOB to issue a stop work order where DOHMH has made a referral based on unsafe lead work practices. Where DOB receives a complaint alleging the violation of the lead safe practices described in a tenant protection plan, this bill would require DOB to inspect within 24 hours, take dust wipes upon inspection, and refer such dust wipes and any hazardous conditions to DOHMH for inspection and analysis.

Summary
Restaurants have struggled since the onset of COVID-19 and the associated in-person dining restrictions went into effect, forcing many out of business with many others barely surviving. However, current rules prohibit restaurants from charging any fees other than the listed price of food and drink, even if such surcharge is clearly disclosed. This bill would help restaurants by temporarily allowing them to add a “COVID-19 Recovery Charge” of up to 10% of a customer’s total bill. The menu and bill would need to clearly disclose this charge. This surcharge would be permitted until 90 days after full indoor dining is once again permitted.

The Department of Records and Information Services (DORIS) is currently required to receive and post on its website all reports required by law to be published or transmitted to the Council or Mayor. This bill would require DORIS to list on its website all such reports, including relevant information such as their frequency, the law to which they are responsive and the agency or agencies primarily responsible. Such list would also provide users with access to every instance of each such report that is received by DORIS. For any report not received, DORIS would be required to request such report from the relevant agency and post such request in lieu of such report until such report is received. Finally, it would require copies of reports to be sent to DORIS electronically, rather than by paper.

This legislation would also set a $10,000 per day penalty for operating a high-volume for-hire service without a valid TLC license to do so.

Summary
This bill would establish the position of a New York City Housing Authority (“NYCHA”) ombudsperson within the Department of Buildings, whose duties would include but not be limited to: monitoring NYCHA’s compliance with the New York City Construction Codes, and reporting such compliance to the Commissioner; making recommendations to the Commissioner with respect to such compliance; establishing a system to receive comments and complaints from the public with respect to such compliance; and investigating such comments and complaints and taking appropriate action.
