City Council Legislation: Bills and Local Laws

This dataset contains information on New York City bills from 1998 through 2024.

The New York City Council is the City’s legislative body, responsible for proposing, debating, and voting on legislation that affects all aspects of city governance. The legislative process for Introductions in NYC follows these steps:

Bill Introduced – A bill is introduced by a Council Member and assigned a number.

Committee Hearings – The bill is referred to a committee for review, where public hearings may be held for discussion, public comment, and stakeholder engagement.

Committee Vote – The committee votes on whether to advance the bill to the full Council.

Full Council Vote – If approved by the committee, the bill is voted on by the entire Council. A majority vote is required for passage.

Mayoral Action – Once passed by the Council, the bill is sent to the Mayor, who may sign it into law, veto it, or allow it to become law without a signature. If vetoed, the Council can override the veto with a two-thirds majority vote.

Enactment – Once signed or passed via override, the bill is assigned a local law number and becomes part of the city’s legal code. Bills may be enacted immediately, or upon a date defined in the bill.

This dataset provides information on all introductions, regardless of whether they were enacted.

The bill would require the Equal Employment Practices Commission (EEPC) to analyze and report annually on whether agencies are meeting their racial and ethnic affirmative employment objectives and, when not, identify the underutilized groups and provide recommendations on corrective action. The EEPC would also be required to review the city’s racial and ethnic classification categories, and provide recommendations on whether such categories accurately capture the racial and ethnic composition of the city’s government workforce. Finally, the EEPC would be required to provide recommendations to strengthen agency affirmative employment plans, and improve diversity in recruitment, selection, retention and promotion of City government employees. The reporting requirement would be repealed ten years after the law takes effect.

By requiring all ocean liners and cruise ships to plug in to available shore power systems, this bill would reduce pollution emitted by ships that dock for hours at such terminals and protect the health of city residents.

The misdemeanor would be punishable by a fine of not more than $250, and/or imprisonment for not more than thirty days, with an additional or alternate civil penalty of up to $250 permitted.

This bill would establish a temporary program for the resolution of outstanding judgments resulting from accessory sign (awning) violations. It would also establish a two-year moratorium on the issuance of additional accessory sign violations, as well as a temporary assistance program to facilitate the re-installation of accessory signs for respondents who have already paid related penalties. The Department of Buildings (DOB) and the Department of Finance would be required to notify the public of the existence of such programs, and DOB and the Department of City Planning would be required to develop an education program to educate the business community about accessory signs and related regulations. This bill would also establish an interagency task force to explore issues related to accessory signs, and requires DOB to provide a report to the Council that contains information about accessory sign violations. Finally, this bill would establish a waiver of all work without a permit penalties issued in relation to the hanging of an accessory sign from December 28, 2017 going forward.

Under Section 3-209 of the City’s Administrative Code, high schools must make voter registration materials available to students during the year and must provide postage-paid voter registration materials to graduating seniors. This bill would require the city Department of Education to ask for, and the city Board of Elections to provide, registration materials in any available language (as determined by state or federal requirements) that makes sense for a particular school’s student population. The city Board of Elections also must code its registration forms so that it can track which forms come back from each school district. The bill also would require both the city Department of Education and the city Board of Elections to help track and report on whether these student voter registration efforts are effective in getting young adults to register to vote.

A Local Law to amend the administrative code of the city of New York, in relation to strengthening the licensing requirements in the sight-seeing bus industry
Summary
In light of multiple accidents involving sightseeing buses that occurred in recent years, this bill expands licensing requirements for sight-seeing bus companies. Sightseeing bus drivers must meet basic requirements, such as not having accumulated nine or more points on their driving record within an 18 month period, not having their licenses suspended or revoked, and not being convicted of an alcohol or drug-related offence over the past three years. Sightseeing bus companies must maintain driving records for each of their drivers and make them available for inspection by the Department of Consumer Affairs. Additionally, the company must notify the Department of Consumer Affairs if any of their drivers is involved in a motor accident or are charged with an alcohol or drug-related offence. The company must also register New York licensed drivers in the Department of Motor Vehicles License Event Notification System.

Summary
In light of multiple accidents involving sight-seeing buses that occurred in recent years, this bill expands licensing requirements for sight-seeing buses. This bill requires sight-seeing bus businesses to obtain authorization from the Department of Transportation for all of their bus stops prior to applying for a sight-seeing bus license from the Department of Consumer Affairs. This would enable the Department of Transportation to monitor congestion and traffic caused by sight-seeing buses on the road.
