City Council Legislation: Bills and Local Laws

This dataset contains information on New York City bills from 1998 through 2024.

The New York City Council is the City’s legislative body, responsible for proposing, debating, and voting on legislation that affects all aspects of city governance. The legislative process for Introductions in NYC follows these steps:

Bill Introduced – A bill is introduced by a Council Member and assigned a number.

Committee Hearings – The bill is referred to a committee for review, where public hearings may be held for discussion, public comment, and stakeholder engagement.

Committee Vote – The committee votes on whether to advance the bill to the full Council.

Full Council Vote – If approved by the committee, the bill is voted on by the entire Council. A majority vote is required for passage.

Mayoral Action – Once passed by the Council, the bill is sent to the Mayor, who may sign it into law, veto it, or allow it to become law without a signature. If vetoed, the Council can override the veto with a two-thirds majority vote.

Enactment – Once signed or passed via override, the bill is assigned a local law number and becomes part of the city’s legal code. Bills may be enacted immediately, or upon a date defined in the bill.

This dataset provides information on all introductions, regardless of whether they were enacted.

This bill would require the Mayor to include in the annual Citywide Statement of Needs two indications of how saturated an affected community district is with facilities similar to the ones listed in the Statement. First, for every category of facility described in the criteria for siting city facilities often called the “Fair Share criteria” (such as community health facilities, solid waste transfer facilities, and residential care facilities), the Statement would rank each community district by how concentrated it is with such facilities, in terms of the ratio of facility capacity the community district’s population (or to the population of the relevant subgroups). Second, for every facility listed in the Statement, the Statement would list the use code used by the Department of Citywide Administrative Services and would include a similar ranked index of community districts for each relevant use code.

Section 27-b of the New York Labor Law requires the state and its political subdivisions and instrumentalities to develop workplace violence prevention programs for the protection of public employees. That requirement does not apply to government contractors, however. This bill would require individuals and entities that provide social services directly to the public pursuant to a contract with the City to develop and implement written programs for the prevention of workplace violence. These programs would be required to include risk-assessment and training components. The bill also would establish procedures for reporting violations, would require contractors to allow participation by workers in development of the program and any inspections, and would require integration of workplace violence prevention programs with violence-prevention programs required by state law where applicable, among other requirements.

The Administrative Code requires the Commissioner of the Department of Citywide Administrative Services (DCAS) to purchase light-duty and medium-duty vehicles that achieve the highest fuel economy. DCAS can satisfy this requirement by purchasing vehicles that run on alternative fuels. However, the definition of “alternative fuel” does not include renewable natural gas as an option. The proposed legislation would amend the definition of alternative fuel in § 24-163.1 to include “biomethane or renewable natural gas.” The proposed legislation would further define the term “biomethane or renewable natural gas.”

The proposed legislation would also organize the definitional section to conform to modern drafting standards.
