City Council Legislation: Bills and Local Laws

This dataset contains information on New York City bills from 1998 through 2024.

The New York City Council is the City’s legislative body, responsible for proposing, debating, and voting on legislation that affects all aspects of city governance. The legislative process for Introductions in NYC follows these steps:

Bill Introduced – A bill is introduced by a Council Member and assigned a number.

Committee Hearings – The bill is referred to a committee for review, where public hearings may be held for discussion, public comment, and stakeholder engagement.

Committee Vote – The committee votes on whether to advance the bill to the full Council.

Full Council Vote – If approved by the committee, the bill is voted on by the entire Council. A majority vote is required for passage.

Mayoral Action – Once passed by the Council, the bill is sent to the Mayor, who may sign it into law, veto it, or allow it to become law without a signature. If vetoed, the Council can override the veto with a two-thirds majority vote.

Enactment – Once signed or passed via override, the bill is assigned a local law number and becomes part of the city’s legal code. Bills may be enacted immediately, or upon a date defined in the bill.

This dataset provides information on all introductions, regardless of whether they were enacted.

Currently, employees of employers with fewer than four employees total are not protected by the prohibitions against discrimination in employment, apprentice training programs, religious observance in the employment context, unemployment status, disparate impact discrimination in the employment context, and unlawful discrimination against victims of domestic violence, sex offenses or stalking. Also, employees of employers with fewer than four employees total are not protected by the Pregnant Workers Fairness Act. This bill would expand occupations covered by these protections to include domestic workers.

The bill also requires the NYPD to submit an annual report that includes data on chronic domestic violence complaints, chronic offenders, and NYPD outreach efforts to survivors. Finally, the bill updates the name of the office to ENDGBV in the administrative code and city charter.

This bill would require operators of certain amusement park rides to notify 911 immediately any time such a ride must be evacuated. The bill would also set penalties for violations and would define “evacuate,” and would also require the Police Department and the Fire Department to notify the Department of Consumer Affairs and the Department of Buildings within 24 hours after such a 911 call is placed.

The bill would also make technical changes to existing provisions, namely alphabetizing the definitions to which the definition of “evacuate” is being added, renumbering duplicate sections in the same subchapter, and adding a heading to one such section that was adopted without one.

This bill would impose a mandatory public review process for all applications for certificates of appropriateness filed with the Landmarks Preservation Commission (LPC). It would require LPC to refer all applications for certificates of appropriateness to affected community boards after they are filed with the commission. It would require LPC to wait to hold its required public hearing on the application to allow a sufficient amount of time for the affected community board to review and comment on applications. The bill also would require an additional, second community board referral and notification to the local councilmember when an application is significantly modified after LPC holds its public hearing on the application. A modification would be considered significant if it resulted in:

1. Any change in the footprint of the proposed improvement,
2. Any increase in the height of the proposed improvement, or
3. Any significant change in the exterior design elements or materials

Lastly, the bill would require LPC to notify both the community board and the local councilmember if the Commission made further modifications to the proposal after a second community board referral.

Summary
Currently, property tax assessors from the Department of Finance (DOF) are required to conduct a personal examination of every parcel of taxable real property once every three years and every parcel of non-taxable real property once every five years. This local law would require DOF to annually publish the list of all parcels that were personally examined by a property tax assessor identified by borough, block and lot and street address, the date on which the examination occurred, whether the parcel is taxable or non-taxable and the method by which the parcel was examined.

In addition, the local law would require assessors to document the valuation method used to assess a parcel, including the reason such valuation method was chosen, and, where applicable, to document the comparable properties used to assess a parcel, including the reason such comparable properties were chosen.

The local law would also require that DOF annually publish on its website the guides, manuals, protocols, policies or procedures used by the assessors to assess and value property.

This bill would create a position of a not-for-profit ombudsperson within the Department of Finance (DOF). Moreover, this bill would exempt from the City’s lien sale any property owned by a not-for-profit organization that received a not-for-profit property tax exemption under in at least one of the prior two fiscal years, provided that: (1) such exemption was granted on or after the date on which such property was conveyed to a not-for-profit organization; (2) the property tax component of such lien arose on or after the date on which such real property was conveyed to such not-for-profit organization; and (3) such not-for-profit organization was organized or conducted for an eligible not-for-profit purpose. Additionally, the bill would provide an exemption for any property for which the owner has, in good faith, submitted a pending application for a not-for-profit property tax exemption pursuant to the above sections with DOF, as well as any property for which the owner is appealing the denial of such an exemption with the Tax Commission. Additionally, the bill would require notice to owners of Class 4 properties of the availability of exemptions and other actions to remove a property from the sale, as well as mandate certain other changes to the lien sale notice. Finally, the bill would require DOF to include information about how to remove a property from the lien sale when denying an application for certain exemptions.

The monthly report is to be sent to, among others, the agencies whose violations were dismissed. This bill would also make it a permanent requirement that these same agencies work with the Mayor’s Office of Operations to prepare a biennial report documenting each agency’s planned steps to minimize the issuance of violations that are ultimately dismissed.

A Local Law to amend the administrative code of the city of New York, in relation to educational outreach and materials on bullying prevention, awareness and resources
Summary
The proposed bill would require the Department of Youth and Community Development (DYCD) to conduct outreach informing as many youth as practicable about the availability of bullying awareness and prevention resources, including those that provide counseling, mental health resources, mobile texting or internet chat functionality and referrals. Outreach would include disseminating resource materials through existing DYCD programs and posting information on DYCD’s website and on any other agency websites as determined by the mayor. The proposed bill would require the Department of Education (DOE) to distribute to students information regarding any existing online portal operated by DOE through which students or their parents may report bullying, harassment, intimidation or discrimination. DYCD would also provide information regarding DOE’s portal to youth participating in its programs.
