City Council Legislation: Bills and Local Laws

This dataset contains information on New York City bills from 1998 through 2024.

The New York City Council is the City’s legislative body, responsible for proposing, debating, and voting on legislation that affects all aspects of city governance. The legislative process for Introductions in NYC follows these steps:

Bill Introduced – A bill is introduced by a Council Member and assigned a number.

Committee Hearings – The bill is referred to a committee for review, where public hearings may be held for discussion, public comment, and stakeholder engagement.

Committee Vote – The committee votes on whether to advance the bill to the full Council.

Full Council Vote – If approved by the committee, the bill is voted on by the entire Council. A majority vote is required for passage.

Mayoral Action – Once passed by the Council, the bill is sent to the Mayor, who may sign it into law, veto it, or allow it to become law without a signature. If vetoed, the Council can override the veto with a two-thirds majority vote.

Enactment – Once signed or passed via override, the bill is assigned a local law number and becomes part of the city’s legal code. Bills may be enacted immediately, or upon a date defined in the bill.

This dataset provides information on all introductions, regardless of whether they were enacted.

Outreach would include disseminating resource materials through existing DYCD programs and posting information on DYCD’s website and on any other agency websites as determined by the mayor. The proposed bill would require the Department of Education (DOE) to distribute to students information regarding any existing online portal operated by DOE through which students or their parents may report bullying, harassment, intimidation or discrimination. DYCD would also provide information regarding DOE’s portal to youth participating in its programs.

This bill would require unmanned aerial vehicles (UAVs), including drones, to be registered with the New York City Department of Transportation (DOT) and to be covered by a liability insurance policy before they may be flown in City airspace. The bill would create exceptions from these requirements for toy aircraft (as defined in the bill), UAVs that are not flown in the City, and UAVs that are considered air carriers under federal law. The bill would also require each covered UAV to have a tag affixed to it with an identification number linking it to its owner. The bill would authorize DOT and other actors, including the Police Department, to enforce its provisions, and would allow authorized entities to temporarily seize a UAV that was in violation of the bill and allow DOT to impose penalties on the owner or operator after a hearing. Finally, the bill would allow the Commissioner of Transportation to promulgate rules and require him or her to report on the effectiveness of the registration and insurance requirements at protecting the public.

Summary
Under section 22-205 of the Administrative Code and rules promulgated by the Mayor’s Office of Film, Theatre and Broadcasting (“MOFTB”), MOFTB currently charges a $300 application fee for new projects seeking MOFTB permits and assistance to film or photograph on city property. This bill would require MOFTB to charge an application fee high enough to cover the amount of money it costs the City to review and process the application. The bill would allow MOFTB to create a sliding scale for application fees based on the applicant’s ability to pay.

For each major transportation project, DOT would be required to complete a checklist stating which street design elements have been applied, and if an element has not been applied, the reason for not applying such element. The bill would require that DOT post each completed checklist on the department’s website prior to the implementation of the applicable project.

The Department of Transportation is currently required to arrive at intersections and access traffic control signals within two hours of a reported outage or malfunction, but not to implement alternative traffic control measures unless signal repair or replacement will take greater than twenty-four hours. Requiring the placement of temporary signage within an hour rather than waiting up to twenty-four hours for alternative traffic control measures could significantly reduce the risk of pedestrian injury and vehicular collisions at intersections with malfunctioning traffic control signals.

The legislation would also require that by March 1, 2020, and annually thereafter, DSNY submit a report on implementation of the plan, including the amount of commercial waste processed at each transfer station in the previous calendar year.

Summary
Bus rapid transit (BRT) is a system that is designed to make bus service faster, more reliable and efficient through features such as off-board fare payment, dedicated bus lanes and giving priority to buses at intersections. Since 2012, the New York City Department of Transportation (DOT) and Metropolitan Transportation Authority (MTA) have collaborated on a component of BRT called Traffic Signal Priority (TSP). TSP is a technology that is capable of enhancing traditional transit services by facilitating bus movements through intersections controlled by traffic signals. Since June 2017, TSP is active at 260 intersections on five bus routes.

Due to the myriad of transportation issues facing New Yorkers, this proposed local law would require DOT, to the extent practicable in cooperation with relevant city and state agencies including the MTA, to upgrade at least ten bus routes per year over the next four years to TSP. This would double their current planned pace.

Summary
This bill would require the installation in multiple dwellings of certain protective devices for seniors and persons with disabilities that enhance mobility, safety and the quality of life for such persons. These devices would be installed upon the request of a tenant and include such items as grabs bars in bathrooms and treads on the floors of tenants. There would be no cost to the tenant for the installation of the devices but eligible owners would be entitled to a tax abatement for certain related installations.

Summary
Curb extensions prohibit parking near crosswalks at an intersection, increasing pedestrian visibility. Under the bill, the City would be required to identify intersections that pose the greatest danger to pedestrians, based upon incidence of traffic crashes involving pedestrians, and implement curb extensions prohibiting parking within 15 feet of a crosswalk in at least five such intersections in each borough per year.
