City Council Legislation: Bills and Local Laws

This dataset contains information on New York City bills from 1998 through 2024.

The New York City Council is the City’s legislative body, responsible for proposing, debating, and voting on legislation that affects all aspects of city governance. The legislative process for Introductions in NYC follows these steps:

Bill Introduced – A bill is introduced by a Council Member and assigned a number.

Committee Hearings – The bill is referred to a committee for review, where public hearings may be held for discussion, public comment, and stakeholder engagement.

Committee Vote – The committee votes on whether to advance the bill to the full Council.

Full Council Vote – If approved by the committee, the bill is voted on by the entire Council. A majority vote is required for passage.

Mayoral Action – Once passed by the Council, the bill is sent to the Mayor, who may sign it into law, veto it, or allow it to become law without a signature. If vetoed, the Council can override the veto with a two-thirds majority vote.

Enactment – Once signed or passed via override, the bill is assigned a local law number and becomes part of the city’s legal code. Bills may be enacted immediately, or upon a date defined in the bill.

This dataset provides information on all introductions, regardless of whether they were enacted.

These features would be “leading pedestrian interval” crossings, which display a walk indication for pedestrians before a green indication is displayed for parallel vehicular traffic, or “exclusive pedestrian phase” crossings, which allow pedestrians to completely cross an intersection while vehicular traffic is stopped in all directions. This bill would respond to the ongoing concern for pedestrian safety and is intended to help reduce the risk of accidents involving pedestrians at intersections in the City.

Outreach would include disseminating resource materials through existing DYCD programs and posting information on DYCD’s website and on any other agency websites as determined by the mayor. The proposed bill would require the Department of Education (DOE) to distribute to students information regarding any existing online portal operated by DOE through which students or their parents may report bullying, harassment, intimidation or discrimination. The plan must also address how to assist with the creation and maintenance of adequate subsidized and overall child care slots in areas that are experiencing significant economic transition and in higher-income areas where pockets of poverty exist. ACS would be required to submit to the Mayor and Speaker of the Council and post on its website an annual progress report, and to update the plan every four years.

The local law prohibits nighttime illumination of the exterior or interior of any building whose main use or dominant occupancy is classified in group B or M pursuant to the New York City building code. Small stores are exempted and certain landmarked buildings may apply for a waiver of this requirement. Where a building owner has made a showing of special circumstances indicating a need for night security lighting the department may vary or waive the requirements of this section. Buildings may remain illuminated where individuals remain inside and where nighttime illumination is required by law, rule or zoning resolution. Seasonal displays may be illuminated until midnight and storefront displays are permitted limited illumination until midnight.

Summary
Currently, property tax assessors from the Department of Finance (DOF) are required to conduct a personal examination of every parcel of taxable real property once every three years and every parcel of non-taxable real property once every five years. This local law would require DOF to annually publish the list of all parcels that were personally examined by a property tax assessor identified by borough, block and lot and street address, the date on which the examination occurred, whether the parcel is taxable or non-taxable and the method by which the parcel was examined.

In addition, the local law would require assessors to document the valuation method used to assess a parcel, including the reason such valuation method was chosen, and, where applicable, to document the comparable properties used to assess a parcel, including the reason such comparable properties were chosen.

The local law would also require that DOF annually publish on its website the guides, manuals, protocols, policies or procedures used by the assessors to assess and value property.

Lastly, this local law would require that the Notice of Property Value (NOPV) sent to cooperatives and condominiums to list the comparable properties used to assess the value of the property and, where the comparable properties are different than those used in the prior tax year, the NOPV should indicate the fact of such change and the reason for the change.

The bill would require livery, black car, and luxury limousine bases to collect and electronically submit trip records to the Taxi and Limousine Commission (TLC). Such records would be required to include: 1) the date, time, and location of the pick-up and drop-off; 2) the driver’s TLC license number; 3) the dispatched vehicle’s TLC license number; 4) the TLC license number of the base that dispatched the vehicle; 5) the TLC license number of the for-hire affiliated to the dispatched vehicle; 6) the fare collected; and 7) whether the trip was in response to a request for a wheelchair accessible vehicle. Bases that fail to adhere to trip record requirements would be subject to civil penalties of $200 to $1,000 per record not collected and transmitted. The TLC would also be required to post on its website and submit to the Council summaries of such trip records biannually, beginning December 1, 2018.

This bill will rename the Washington Bridge, David Dinkins – Washington Bridge, and amend the official City map accordingly.
