City Council Legislation: Bills and Local Laws

This dataset contains information on New York City bills from 1998 through 2024.

The New York City Council is the City’s legislative body, responsible for proposing, debating, and voting on legislation that affects all aspects of city governance. The legislative process for Introductions in NYC follows these steps:

Bill Introduced – A bill is introduced by a Council Member and assigned a number.

Committee Hearings – The bill is referred to a committee for review, where public hearings may be held for discussion, public comment, and stakeholder engagement.

Committee Vote – The committee votes on whether to advance the bill to the full Council.

Full Council Vote – If approved by the committee, the bill is voted on by the entire Council. A majority vote is required for passage.

Mayoral Action – Once passed by the Council, the bill is sent to the Mayor, who may sign it into law, veto it, or allow it to become law without a signature. If vetoed, the Council can override the veto with a two-thirds majority vote.

Enactment – Once signed or passed via override, the bill is assigned a local law number and becomes part of the city’s legal code. Bills may be enacted immediately, or upon a date defined in the bill.

This dataset provides information on all introductions, regardless of whether they were enacted.

In order to better facilitate communication between city residents and the NYC Department of Transportation, this bill would require the Department to mark new parking and traffic signs with a notification sign that says new, in capital letters, on a mounted metal sign. Summary
This bill would codify the three-quarter housing task force. The task force would be comprised of representatives from the Human Resources Administration, Department of Buildings, the Fire Department, the Department of Housing Preservation and Development, the Department of Health and Mental Hygiene, and the Mayor’s Office. It would be tasked with inspecting dwellings suspected to be three-quarters houses. The task force would identify buildings where ten or more unrelated adults are living and issue violations. The task force would also be charged with offering informational assistance to individuals living in three-quarter houses in order to relocate to permanent housing. The Mayor’s Office or a city agency would be required to publish quarterly findings of the task force as well as information on whether individuals relocating from three-quarter housing were given a rental subsidy and obtained permanent or temporary housing.

This bill would require would require that restaurants in New York City display information messaging on healthy eating, including, but not specific to, individuals with diet-related conditions such as diabetes, heart disease, and hypertension. This messaging will include, but not be specific to, the risks of excessive sugar and carbohydrate intake. This information will also be available in covered languages. Any restaurant violating these provisions would be liable for a penalty of not more than $500. This legislation would require the Department of Health and Mental Hygiene (DOHMH) to conduct a one year outreach campaign to ensure restaurants are aware of their requirements under this bill, before the penalty provisions take effect.

This bill would require the Department of Transportation to annually install at least one traffic-calming device on no less than fifty blocks that are adjacent to senior centers or naturally occurring retirement communities (NORCs). The Commissioner of the Department, after evaluating all of these locations, may determine to stop further installation (consistent with the Commissioner’s right to decline to install a device if they determine that doing so would endanger the safety of motorists or pedestrians, or would be noncompliant with the Department’s traffic control device guidelines), but only upon informing the Speaker of the City Council of the reasons for their determination. Any senior center or NORC created after such a determination must be evaluated for placement of a traffic calming device. The Department is further required to report to the Council by September 1, 2018 and annually thereafter on the locations where traffic calming devices have been installed.

This legislation would require the Department of Housing and Preservation and Development (“HPD”), in conjunction with the Department of Finance (“DOF”), to promulgate rules establishing a preservation trust program which would allow for the negotiated sale of tax liens on distressed properties to a trust created for the purpose of rehabilitating and preserving affordable housing. The legislation would also authorize DOF to sell such tax liens to a trust eligible under the preservation trust program and expand the definition of distressed property.
