City Council Legislation: Bills and Local Laws

This dataset contains information on New York City bills from 1998 through 2024.

The New York City Council is the City’s legislative body, responsible for proposing, debating, and voting on legislation that affects all aspects of city governance. The legislative process for Introductions in NYC follows these steps:

Bill Introduced – A bill is introduced by a Council Member and assigned a number.

Committee Hearings – The bill is referred to a committee for review, where public hearings may be held for discussion, public comment, and stakeholder engagement.

Committee Vote – The committee votes on whether to advance the bill to the full Council.

Full Council Vote – If approved by the committee, the bill is voted on by the entire Council. A majority vote is required for passage.

Mayoral Action – Once passed by the Council, the bill is sent to the Mayor, who may sign it into law, veto it, or allow it to become law without a signature. If vetoed, the Council can override the veto with a two-thirds majority vote.

Enactment – Once signed or passed via override, the bill is assigned a local law number and becomes part of the city’s legal code. Bills may be enacted immediately, or upon a date defined in the bill.

This dataset provides information on all introductions, regardless of whether they were enacted.

This bill would require the Department of Health and Mental Hygiene (DOHMH) to provide every student at every college in the City with information about services regarding sexual assault. It would require the DOHMH to develop a sexual assault prevention and response curriculum that would include training in affirmative consent and on-campus adjudications for students, faculty, campus safety officers and college administrators. Lastly, it would require DOHMH to establish a task force including representatives from certain City agencies to work with students and representatives of the faculty and administration from colleges and universities in the City to identify ways to improve City services and agency responses to college sexual assaults.

This bill would prohibit the Department of Buildings (“DOB”) from issuing building permits when a nursing home has been repeatedly cited for failures in New York State Department of Health (“NYS DOH”) surveys. As the number of beds increases so does the required number of citations (Standard Health and Life Safety Code citations) before this provision is triggered. For example, the DOB is prohibited from issuing a building permit for expansion to a nursing home with more than 300 beds that has received more than 10 Standard Health citations or more than 12 Life Safety Code citations in the aggregate for its three most recent NYS DOH surveys. An exception is made where the issuance of a permit is necessary to correct an outstanding violation of the New York City Construction Codes or of any other applicable provision of law or rule, or where the DOB Commissioner determines that a permit is necessary to perform work to protect public health and safety.

This bill would require that, before the Department of Sanitation or Department of Buildings issues a violation to a veterans service organization (VSO), the VSO has a 120-day warning period in which to cure the violation. The relevant department determines by rule which types of violations qualify for the warning period. After the initial 120-day period, the VSO may submit an extension request, including proof of an attempt to cure the violation, to the relevant department. The bill contains a carve-out for safety-threatening violations. The bill also requires the Department of Veterans’ Services to conduct an outreach campaign to VSOs about the cure periods and to post the cure period information on its website. The bill would protect the funds of and educate financially vulnerable VSOs about city regulations.

Summary
This local law would mandate, with respect to all city-owned, or leased or operated parking lots receiving solar radiation, that the Department of Citywide Administrative Services install all solar canopies that would be cost-effective at each city-controlled parking lot. In addition for each city controlled parking lot a number of parking spaces equal to or greater than 50 percent of the parking spaces covered by such canopies shall be equipped with electrical raceways capable of supporting electric vehicle charging stations and shall be installed in each city controlled parking lot where a solar canopy is installed. Buildings may remain illuminated where individuals remain inside and where nighttime illumination is required by law, rule or zoning resolution. Seasonal displays may be illuminated until midnight and storefront displays are permitted limited illumination until midnight.
