City Council Legislation: Bills and Local Laws

This dataset contains information on New York City bills from 1998 through 2024.

The New York City Council is the City’s legislative body, responsible for proposing, debating, and voting on legislation that affects all aspects of city governance. The legislative process for Introductions in NYC follows these steps:

Bill Introduced – A bill is introduced by a Council Member and assigned a number.

Committee Hearings – The bill is referred to a committee for review, where public hearings may be held for discussion, public comment, and stakeholder engagement.

Committee Vote – The committee votes on whether to advance the bill to the full Council.

Full Council Vote – If approved by the committee, the bill is voted on by the entire Council. A majority vote is required for passage.

Mayoral Action – Once passed by the Council, the bill is sent to the Mayor, who may sign it into law, veto it, or allow it to become law without a signature. If vetoed, the Council can override the veto with a two-thirds majority vote.

Enactment – Once signed or passed via override, the bill is assigned a local law number and becomes part of the city’s legal code. Bills may be enacted immediately, or upon a date defined in the bill.

This dataset provides information on all introductions, regardless of whether they were enacted.

This local law would institute a civil penalty for any individual convicted under the Penal Law for larceny of a bicycle or motor vehicle, or the unauthorized use of a vehicle. For theft of a bicycle, the amount of the penalty would be between $500-$1,000 per bicycle, and for theft of a motor vehicle, the amount of the penalty would be between $5,000-$7,500 per vehicle. These penalties would be recoverable at the Environmental Control Board, and would be an addition to or as an alternative to any criminal penalties authorized by law. The civil penalty would also not limit any cause of action available to an individual or entity aggrieved by the acts applicable to this section.

The notification would be required to include the original and total estimated cost of the capital project, the projected or actual start and end date of each project phase, the total amount spent on the project as of the date of the notification, and a clear explanation of the reasons for any projected or actual change in cost or delay.

The bill adds a new section 156 to Title 18 of the administrative code mandating that the department study and mitigate the impacts of methane gas emissions on city-owned trees.

The bill calls for the Department of Parks and Recreation (DPR), in conjunction with the Department of Environmental Protection, to create or review and adopt maps showing fugitive methane gas emissions from gas mains in the city. Where maps of the canopy of trees under DPR’s jurisdiction, when overlaid upon the maps of methane gas emissions from gas mains, indicate that such trees may be impacted by fugitive methane gas emissions, DPR would have to perform a field survey to determine whether the trees have been damaged by the emissions. Where the field surveys confirm damage to such trees, DPR must document the damage, take appropriate steps to notify the responsible utility and require mitigation or seek reimbursement as may be appropriate.

This local law requires that the Department of Environmental Protection to survey leaks within city-owned buildings once every five years and repair the leaks. It requires an annual report on the methane leaks in city-owned buildings. The report must include the repairs made and an estimate of the methane emissions reduced. At least once in every five years, the department is required to transmit to each gas corporation, recommendations regarding repairs and other work undertaken by such corporation to address methane leaks, including but not limited to prioritization of such repairs. At the same time, the department shall also transmit a copy of such recommendations to the mayor and the speaker of the council. Responses to the recommendations shall also be transmitted to the Mayor and the Speaker. This local law also requires every building in the city to be surveyed for methane leaks including every dwelling unit upon vacancy.

This bill would prohibit the Department of Buildings (“DOB”) from issuing building permits when a nursing home has been repeatedly cited for failures in New York State Department of Health (“NYS DOH”) surveys. As the number of beds increases so does the required number of citations (Standard Health and Life Safety Code citations) before this provision is triggered. For example, the DOB is prohibited from issuing a building permit for expansion to a nursing home with more than 300 beds that has received more than 10 Standard Health citations or more than 12 Life Safety Code citations in the aggregate for its three most recent NYS DOH surveys. An exception is made where the issuance of a permit is necessary to correct an outstanding violation of the New York City Construction Codes or of any other applicable provision of law or rule, or where the DOB Commissioner determines that a permit is necessary to perform work to protect public health and safety.

There are a number of historical sites in New York City associated with the abolitionist movement and the Underground Railroad. Some of these important sites are marked, while others remain unmarked and unacknowledged. Collectively, these sites have not been linked through unifying signage, programs or maps by the City into a cohesive walkable tour, akin to Boston’s Freedom Trail. This bill would establish a task force to consider the creation of a Freedom Trail in the City. The task force would consist of public officials, academic and historical scholars, and representatives from relevant organizations. The task force would be required to meet at least quarterly and hold at least two public meetings. The task force would be required to submit a report of its recommendations to the Mayor and the Speaker of the Council no later than 12 months after the final member is appointed.
