City Council Legislation: Bills and Local Laws

This dataset contains information on New York City bills from 1998 through 2024.

The New York City Council is the City’s legislative body, responsible for proposing, debating, and voting on legislation that affects all aspects of city governance. The legislative process for Introductions in NYC follows these steps:

Bill Introduced – A bill is introduced by a Council Member and assigned a number.

Committee Hearings – The bill is referred to a committee for review, where public hearings may be held for discussion, public comment, and stakeholder engagement.

Committee Vote – The committee votes on whether to advance the bill to the full Council.

Full Council Vote – If approved by the committee, the bill is voted on by the entire Council. A majority vote is required for passage.

Mayoral Action – Once passed by the Council, the bill is sent to the Mayor, who may sign it into law, veto it, or allow it to become law without a signature. If vetoed, the Council can override the veto with a two-thirds majority vote.

Enactment – Once signed or passed via override, the bill is assigned a local law number and becomes part of the city’s legal code. Bills may be enacted immediately, or upon a date defined in the bill.

This dataset provides information on all introductions, regardless of whether they were enacted.

This bill would update an existing local law on the prevention of interference with access to reproductive health care facilities, by prohibiting activities that prevent access to facilities offering gender-affirming care. Unlawful actions may subject a person to criminal charges or civil suits. The bill would update cross-references to this local law that exist in another section of the Administrative Code. This bill would also expand a person’s private right of action for interference with reproductive or endocrine medical care when a lawsuit is commenced against the person on the basis of this care, to explicitly include all forms of gender-affirming care. Along with expanding this private right of action, the relevant chapter of the Administrative Code is redesignated to prevent confusion with an identically numbered chapter.

This bill would permit elected officials and candidates for elected office to notify, in writing, owners of generative artificial intelligence (AI) systems that they do not authorize those systems to produce manipulated audio, photos, or videos with their likeness. After a notification is provided, owners of generative AI systems would be required to implement methods that would prohibit uses from generating media of those elected officials or candidates. Any entity that violates this law is guilty of a misdemeanor and can be fined up to $2,500 per depiction. This would not apply where the media is processed by a third party over which an owner has no control. An elected official or candidate can also seek injunctive relief prohibiting use of their image.

This bill adds protections for tipped workers against tip-based wage theft by their employers. Pursuant to this bill, employers would be required to disclose the daily amount of total compensation, amount of wages, amount of gratuities, aggregate amount of gratuities earned through cashless payments, and total amount of gratuities in the tip pool if the worker is part of a tip pool. The bill also creates additional administrative remedies and a private right of action. This bill also requires fast food and food service establishments to allow customers the option to confer a gratuity in same the manner that they paid for their food. Finally, this bill adds new terms and definitions to the Administrative Code’s Fair Work Practices subchapter.

The bill requires DOHMH to publish on its website information regarding the number of needles, syringes, and sharps provided by each syringe exchange program to program participants, and the number of discarded or used needles, syringes, and sharps collected by such programs. Such information would be published on a monthly basis.

MODA and DCAS would be required to conduct an annual analysis, to be included in MODA’s reports, of the pay and employment data for employees of City contractors in order to identify potential disparities based on gender, race, or other protected classes identified in the City’s Human Rights Law. Finally, DCAS would be required to post an anonymized report describing this analysis annually on its website.

Such report would be mandated to include the following information: (1) identify and list each participating city school for the year in question; (2) disaggregated by participating city school, identify, list and describe: the steps taken by each school to notify parents and guardians of eligible students about the program; the resources, tools, or other engagement methods, disaggregated by program benefit, used by the school to inform parents or guardians how to obtain each type of program benefit; (3) an assessment on outreach DOE considered most effective at improving parent and guardian engagement with the program for that year; (4) a description of the steps DOE will take in the next year to improve parent and guardian engagement and use of the program. As this local law would contain reporting requirements with a sunset clause, it is deemed repealed after such reporting requirements are completed and therefore an unconsolidated local law.

A Local Law in relation to a feasibility study of zero-emission port operations
Summary
This bill would require that the Mayor’s Office of Long-Term Planning and Sustainability conduct a study in consultation with the city Economic Development Corporation on transitioning all city ports to zero-emission port operations. The study would be required to evaluate whether such a transition can be completed by 2040, the technology and investments required to make such a transition, and whether any additional workforce development would be necessary to complete the transition. The study would also evaluate whether it would be possible to provide shore power to all commercial maritime vessels by 2027, as well as whether incentives can be provided for the use of low to zero-emission vessels. The office would be required to complete this study and publicly report on it within one year.

Summary
This bill would require the Commissioner of the Department of Parks and Recreation (Parks) to install security cameras in city parks. Security cameras would be installed in at least 25 percent of all city parks every two years after the local law goes into effect, until all city parks have cameras installed. The Commissioner would consider the number of major felony crime complaints in each park when determining which parks to prioritize. The Commissioner of Parks would work in consultation with the Commissioner of the New York Police Department (NYPD) to install the cameras in areas where crime is likely to occur.

This bill would require the Police Commissioner to establish procedures for blood alcohol level testing of each uniformed member of the Police Department who, whether on or off duty, discharges a firearm within New York City in a manner that results in physical injury to or death of an individual. The bill would also require the Police Commissioner to include these procedures in the Police Department’s Patrol Guide.
