NYCDOT is proposing the reconstruction of Flushing Avenue between Navy Street and Williamsburg Street West, a bi-directional arterial which runs along the southern border of the Brooklyn Navy Yard (BNY) and is located in Brooklyn Community Boards 1 and 2. The objectives of the project include providing a new widened sidewalk with a bicycle lane/pedestrian walkway/amenity strip on the north side of Flushing Avenue to create an attractive and safer pedestrian and bicycle corridor, the provision of left-turn bays at the intersections with entrances to the BNY which will accommodate the future projected traffic accessing the Navy Yard; a striped center median extending the length of the project; improved roadway pavement and markings, and signal timing adjustments to accommodate the projected traffic demands of future developments within the study area. Existing parking will be maintained with the exception of parking removal at several approaches along Flushing Avenue and/or minor streets, the eastbound bicycle lane along the south side curb, and bus stops located along the corridor in both directions will be maintained and integrated into the Flushing Avenue design.

NYCDOT is proposing the creation of a Major Concession at Fordham Plaza at East Fordham Road, 3rd Avenue, and East 189th Street in the Bronx (Plaza) in Bronx Community Board 6. NYCDOT is reconstructing Fordham Plaza and intends to enter into a concession agreement with the Fordham Road Business Improvement District (BID), subject to review and approval by the Franchise and Concession Review Committee (FCRC). The BIDs boundaries are being expanded to include the streets encompassing Plaza, making it an appropriate partner to NYCDOT. The City Council recently voted unanimously to approve the expansion (see Introduction 0480-2014), and the Mayor signed the legislative bill into law on December 3, 2014. The reconstructed Fordham Plaza (attached), to be completed in 2015, will comprise approximately 83,000 square feet of space to be licensed under the terms of the concession agreement. This concession is considered to be a major concession as defined in Title 62, Chapter 7 of the Rules of the City of New York, and is subject to review and approval pursuant to section 197-c of the New York City Charter (i.e., Uniform Land Use Review Procedure ULURP).
