New York City Parks and Recreation (NYC Parks), as the lead applicant, is looking to acquire four private lots and five unbuilt streets in the Great Kills neighborhood of Staten Island. The Build It Back Acquisition, Relocation and Buyout Program (Resilient Housing and Open Spaces ULURP  C 190399 PCR; C 190400 PQR) purchased eligible properties that were damaged by Hurricane Sandy and offered options for the relocation of their occupants. The Program had intended to purchase the four private lots associated with the Crescent Beach Buyout Properties but were unable to at the time, so the City is moving forward with acquisition now. The Properties will be acquired and will have the same restrictions as Buyout Properties under the Program; these sites are required to be maintained as open space in perpetuity for the purpose of flood mitigation. The residential structures on the Proposed Project Sites will be demolished and NYC Parks will maintain all four lots as vacant land incorporated into Crescent Beach Park. The City is also looking to acquire a number of unbuilt record streets in the same area. The streets are all vacant land and are located between several different pieces of property under NYC Parks jurisdiction that make up Crescent Beach Park; as such it has been a long-standing goal of NYC Parks to acquire these streets.

The proposed project aims to improve the northern section of Flatbush Avenue that extends from Atlantic Avenue to Plaza Street West. Flatbush Avenue is a busy six lane corridor with three lanes each in north and south bound directions within the project area. Side streets intersecting with Flatbush Avenue form several raised triangles that create unusual and difficult conditions for motorists and unsafe crossings for pedestrians and cyclists. The Avenue is also a retail corridor surrounded by thriving neighborhoods and has multiple subway stations and bus stops to serve these land uses. Though its roadway capacity allows Flatbush Avenue to perform the important function of accommodating high volumes of local and through vehicles, the impact on the pedestrian eperience can be negative and has been cited by local stakeholders including the North Flatbush Avenue Business Improvement District. The goal of this project is to reduce traffic speeds and enhance the overall pedestrian to make the street more amenable for all modes of transportation by upgrading and/or expanding spaces available to pedestrians, including sidewalks and underutilized triangles.

NYCDOT is proposing the reconstruction of Flushing Avenue between Navy Street and Williamsburg Street West, a bi-directional arterial which runs along the southern border of the Brooklyn Navy Yard (BNY) and is located in Brooklyn Community Boards 1 and 2. The objectives of the project include providing a new widened sidewalk with a bicycle lane/pedestrian walkway/amenity strip on the north side of Flushing Avenue to create an attractive and safer pedestrian and bicycle corridor, the provision of left-turn bays at the intersections with entrances to the BNY which will accommodate the future projected traffic accessing the Navy Yard; a striped center median extending the length of the project; improved roadway pavement and markings, and signal timing adjustments to accommodate the projected traffic demands of future developments within the study area. Existing parking will be maintained with the exception of parking removal at several approaches along Flushing Avenue and/or minor streets, the eastbound bicycle lane along the south side curb, and bus stops located along the corridor in both directions will be maintained and integrated into the Flushing Avenue design.
