This application seeks to amend sections 14-43, 14-44, 117-03, 117-06, and 117-00, Appendix A, of the Zoning Resolution to allow unenclosed sidewalk cafes on 13 streets within the boundaries of the Special Long Island City Mixed Use District (LIC District) and allow small sidewalk cafes on the portion of Skillman Avenue within the Special Planning Community Preservation District (Sunnyside Gardens). The proposed text amendments will legalize several existing sidewalk cafes and allow new ones, thereby enlivening existing and merging retail corridors within these two special districts. This application would also modify Section 117-532 of the LIC District to establish a minimum base height for two blocks having frontage on a narrow street along which runs an elevated subway line.

In order to improve and add redundancy to New York Citys currently active, two-tunnel potable water distribution system, The New York City Department of Environmental Protection (DEP) has constructed a third water supply tunnel. The Manhattan portion of the third tunnel runs from Hillview Reservoir through the Bronx and terminates in Manhattan. To discharge some of the water that would be used in the activation of Tunnel 3, DEP proposes to construct a 20-inch discharge main from Shaft 26B (10th Avenue and 30th Street) to an existing Combined Sewer Outfall NR-027 located on the Hudson River and 30th Street. Beyond the initial activation activities, the proposed discharge main would only be used in case of a water supply emergency, where the water tunnel must be dewatered and reactivated.

Project Description
This bill would require the Department of Sanitation to continue the pilot recycling programs it has begun for residential food waste and other organic wastes such as leaves and yard waste (collectively, 'organics'), and for school food waste. It would also authorize suspending the current mandate for DSNY to conduct a yard waste collection program in the fall and spring, through July 2016. The mandated residential collection pilot program initially involve at least 1000 households in a contiguous area in a borough by October 1, 2013, expanding to at least three such collection areas in different boroughs by January 1, 2014 and to four collection areas -- each in a different borough-- by June 1, 2014. The school organics pilot program would involve at least 300 schools in at least three boroughs by January 1, 2014, and 400 schools in five boroughs by January 1, 2015; trucks serving the school routes with excess capacity would also serve multifamily residential buildings of 9 or more units on the routes, if they volunteer for the pilot program.

The City of New York is mandated by law and court order to provide housing to every eligible homeless family and individual who seeks it and must do so on an immediate basis. In addition to its legal obligations, DHS must also meet fluctuations in shelter demand. The average daily census for homeless single adults has increased dramatically in recent years, and, the length of stay in shelter has also increased. For these reasons, use of the proposed facility on a long-term basis is critical to DHS meeting its immediate and long-term capacity needs. DHS also recognizes that its shelter providers must provide services to New Yorkers to assist them in moving out of shelter and into permanent housing as rapidly as possible. Toward that end, Project Renewal will provide social services to homeless single adults at the facility to help them obtain permanent housing and avoid shelter re-entry.

New York City Department of Environmental Protection (DEP) proposes to reconstruct the existing roof at the Catskill/Delaware Ultraviolet (CDUV) Disinfection (CDUV) Facility in the Town of Mount Pleasant, Westchester County (the proposed action). The roof membrane of the existing roof is currently leaking and in need of repair. The proposed action is necessary to ensure the continued integrity of the CDUV Facilitys roof and building envelope. The proposed action would include but not be limited to the following:  Remove 18-inch by 18-inch pavers and river stone roof ballast material from the current roof area, which is approximately 24,000 SF.  Power-wash an existing ethylene propylene diene monomer (EPDM) rubber membrane and resecure it to the corrugated steel roofing.  Direct the power-wash water down the storm drains. No chemicals would be used and only natural debris such as vegetation and dirt would be drained from the current rooftop.  Lay over a new fluid applied acrylic membrane over the top of the current EPDM membrane.
