In order to improve and add redundancy to New York Citys currently active, two-tunnel potable water distribution system, The New York City Department of Environmental Protection (DEP) has constructed a third water supply tunnel. The Manhattan portion of the third tunnel runs from Hillview Reservoir through the Bronx and terminates in Manhattan. To discharge some of the water that would be used in the activation of Tunnel 3, DEP proposes to construct a 20-inch discharge main from Shaft 26B (10th Avenue and 30th Street) to an existing Combined Sewer Outfall NR-027 located on the Hudson River and 30th Street. Beyond the initial activation activities, the proposed discharge main would only be used in case of a water supply emergency, where the water tunnel must be dewatered and reactivated.

This bill would require the Department of Sanitation to continue the pilot recycling programs it has begun for residential food waste and other organic wastes such as leaves and yard waste (collectively, 'organics'), and for school food waste. It would also authorize suspending the current mandate for DSNY to conduct a yard waste collection program in the fall and spring, through July 2016. The mandated residential collection pilot program initially involve at least 1000 households in a contiguous area in a borough by October 1, 2013, expanding to at least three such collection areas in different boroughs by January 1, 2014 and to four collection areas -- each in a different borough-- by June 1, 2014. The school organics pilot program would involve at least 300 schools in at least three boroughs by January 1, 2014, and 400 schools in five boroughs by January 1, 2015; trucks serving the school routes with excess capacity would also serve multifamily residential buildings of 9 or more units on the routes, if they volunteer for the pilot program.

The City of New York is mandated by law and court order to provide housing to every eligible homeless family and individual who seeks it and must do so on an immediate basis. In addition to its legal obligations, DHS must also meet fluctuations in shelter demand. The average daily census for homeless single adults has increased dramatically in recent years, and, the length of stay in shelter has also increased. For these reasons, use of the proposed facility on a long-term basis is critical to DHS meeting its immediate and long-term capacity needs. DHS also recognizes that its shelter providers must provide services to New Yorkers to assist them in moving out of shelter and into permanent housing as rapidly as possible. Toward that end, Project Renewal will provide social services to homeless single adults at the facility to help them obtain permanent housing and avoid shelter re-entry.

New York City Department of Environmental Protection (DEP) proposes to reconstruct the existing roof at the Catskill/Delaware Ultraviolet (CDUV) Disinfection (CDUV) Facility in the Town of Mount Pleasant, Westchester County (the proposed action). The roof membrane of the existing roof is currently leaking and in need of repair. The proposed action is necessary to ensure the continued integrity of the CDUV Facilitys roof and building envelope. The proposed action would include but not be limited to the following:  Remove 18-inch by 18-inch pavers and river stone roof ballast material from the current roof area, which is approximately 24,000 SF.  Power-wash an existing ethylene propylene diene monomer (EPDM) rubber membrane and resecure it to the corrugated steel roofing.  Direct the power-wash water down the storm drains. No chemicals would be used and only natural debris such as vegetation and dirt would be drained from the current rooftop.  Lay over a new fluid applied acrylic membrane over the top of the current EPDM membrane.

NYCDOT is proposing a complete street redesign of Eighth Avenue from West 34th Street to Columbus Circle in Manhattan Community District 4. The redesign segment of Eighth Avenue has been identified a High Crash Corridor. In addition, Eighth Avenue between West 34th and West 52nd Streets is within the Midtown West Senior Area. The proposed redesign will allow for safer pedestrian crossings, improve access and circulation for cyclists, and improve safety for all street users. The project includes narrowing of travel lanes, installing landscaped safety refuge islands, floating parking and a bicycle path with separated mixing zones. A complete street design was previously implemented on 8th Ave from Bank to 34th Streets. Installation of this complete street will alleviate left turn conflicts, allow for safer pedestrian crossings and improve access and circulation for cyclists. The project is expected to be completed in 2012.

The applicant, 606 W. 57 LLC, is seeking several discretionary actions in connection with the proposed mixed residential and commercial development to be constructed at 606 W. 57th Street. The proposed actions consist of: a zoning map amendment to rezone a portion of the block bounded by West 56th and West 57th Streets and Eleventh and Twelfth Avenues from M1-5 and M2-3 to C4-7; a zoning text amendment to ZR Section 23-933, 96-34 and Appendix F designating the rezoning area as an inclusionary housing area, allowing a maximum FAR of 12 only through the provision of inclusionary housing, and allowing automotive showrooms and repairs as a permitted use in the rezoning area. The proposed action would facilitate a proposal by the applicant to develop a mixed use development containing approximately 1.2 million gsf of residential, commercial, and parking uses on the project site. The proposed action could also facilitate the redevelopment of non-applicant owned parcels in the rezoning area.

The proposed project is to repair Fall Clove Culvert located in the Town of Colchester, Delaware County within the Pepacton Reservoir on BWS Road No. 6. Fall Clove Culvert (BIN none) is a single barrel, cast-in-place, reinforced concrete box culvert, which conveys the Fall Clove Stream, a class A(TS) stream to the reservoir. This culvert is one of eleven structures planned to be rehabilitated in the Delaware Watershed under a single construction contract, DEL-150. Construction work on this contract is expected to take three years, with 6 months planned for Fall Clove Culvert site, starting in 2013. The structure exhibits structural deficiencies such as concrete spalling, horizontal and vertical cracks, mapcracking, efflorescence, honeycombing, scaling, exposed rebars, exposed wingwall footings and eroded stream banks. The scope of work for this construction contract is to provide a minimum 15 year service life for the structure at completion of construction.

The project area consists of an approximately 380 foot long street segment of Union Avenue, in between sections of McCarren Park in the Williamsburg neighborhood of Brooklyn. This segment of Union Avenue runs between Driggs Avenue to the north and North 12th Street to the south, bisecting a southern section McCarren Park. DPR proposes to demap the above mentioned portion of Union Avenue; and DPR, as the lead applicant, along with the Open Space Alliance, as the co-applicant, seek an amendment to the City Map.
