Project Description
The Solid Waste Management Plan (SWMP), required by state law, provides for the management of all solid waste generated within New York City for at least 10 years; it covers 2005-2025. It identifies the proposed or existing solid waste management facilities used to process, store, treat or dispose of such solid waste, their expected life and current operating status. It identifies the quantity and types of solid waste generated in the City, projections of future population and waste generation, projections of changes to the waste stream, an evaluation of recycling, and an evaluation of the various technologies for storage, treatment, and disposal of solid waste within the City, including the appropriate sizing, the costs of various alternatives, and an assessment of the potential environmental, economic and social impacts associated with each technology. It includes a selection of an integrated system for managing each of the solid wastes to be treated, stored, or disposed of within the planning unit. For wastes proposed to be exported from the planning unit, the SWMP includes a certification of disposal capacity for at least five years. The SWMP identifies any new local laws or regulations that may be needed to implement the integrated system, and analyzes the costs of implementing the system and the financing mechanisms that will meet the anticipated costs.
