DSNY proposes to amend the commercial recycling rules to create uniform requirements for all business types, ending the distinction between food and beverage service establishments and other commercial entities. All commercial businesses will be required to recycle the same materials: metal, glass, and plastic container; metal components in bulk waste; bulk metal; aluminium foil products; and paper and cardboard materials. If the business generates at least ten percent of its solid waste as yard waste or textiles during any month it must also recycle such material. Increased recycling of paper and metal, glass and plastic from businesses is anticipated.

It identifies the quantity and types of solid waste generated in the City, projections of future population and waste generation, projections of changes to the waste stream, an evaluation of recycling, and an evaluation of the various technologies for storage, treatment, and disposal of solid waste within the City, including the appropriate sizing, the costs of various alternatives, and an assessment of the potential environmental, economic and social impacts associated with each technology. It includes a selection of an integrated system for managing each of the solid wastes to be treated, stored, or disposed of within the planning unit. For wastes proposed to be exported from the planning unit, the SWMP includes a certification of disposal capacity for at least five years. The SWMP identifies any new local laws or regulations that may be needed to implement the integrated system, and analyzes the costs of implementing the system and the financing mechanisms that will meet the anticipated costs.

The New York City Department of Homeless Services (DHS) is proposing to enter into a contract with Samaritan Village (Provider) to operate a transitional residence (Shelter or Facility) for families located at 78-16 Cooper Avenue, in the Glendale neighborhood of Queens. Homeless families staying at the Shelter would have access to comprehensive on-site social services, including child care services.
