New York City Department of Emergency Management (NYCEM) and NYC Mayor's Office of Recovery and resiliency (ORR) are collaborating to fund, plan , and undertake a series of citywide interim flood protection measures (IFPM) program for multiple vulnerable coastal locations. Two Bridges, one of the locations identified as vulnerable, is an area where IFPM would be placed on private property and in the public right-of-way, which is under NYC Department of Transportation (NYCDOT) jurisdiction. The proposed area is located on either side of Rutgers Park (on Frank T. Modica Way), the east side of Two Bridges Senior Housing and the west, south and east sides of the two 25-story apartment towers of Two Bridges. The IFPM measures would include pre-deployed HESCO barriers (filled with sand) and just-in-time Tiger Dams (filled with water).
