Project Description
NYCDOT is proposing improvements on Jewel Avenue between 113th Place and Park Drive East to improve pedestrian safety. Jewel Avenue has been identified as a High Pedestrian Crash Location and ranks in the 84th percentile in terms of severe injuries and fatalities for intersections in Queens. In addition to high volumes of crashes the roadway has vehicular speeding and an unwelcoming pedestrian environment. Pedestrians traverse three highways on/ off ramps in each direction when walking along the corridor. NYCDOT proposes to extend the curb at these ramps to slow turns, shorten pedestrian crossings and install ADA pedestrian ramps. At the intersection of Jewel and Park Drive East, two large concrete triangles will be constructed to the shorten pedestrian crossings. The project is located within Community Boards 6 and 8. The Build year is 2012.

North Brother Island, located in the East River and primarily under the jurisdiction of the New York City Department of Parks and Recreation (DPR), is a significant part of the Harver Herons complex of habitats, providing a critical nesting site for colonial wading birds, gulls, and cormorants. Since the island's abandonment in the early 1960's, invasive vegetation has overgrown the buildings and roads connecting them. This DPR project seeks to carefully remove exotic vegetation, primarily woody vines but including some large-stature invasive trees as well, in one area of the island using both mechanical and chemical methods, and then to begin to reshape the canopy cover in order to more adequately support nesting populations.

Subdivision c of section 16-119 of the Administrative Code of the City of New York would be amended by adding a new subdivision 5 to read as follows: '(5) If the department, the department of small business services or the department of ennvironmental protection has established that material transported in a dump truck or other vehicle has been dumped, deposited or otherwise disposed of in violation of subdivision a of this section, there shall be a rebuttable presumption that the person whose name, or other identifying information, appears on any such material has violated such subdivision if the department, the department of small business services or the department of environmental protection establishes that such person owns or has control of (i) such dump truck or other vehicle or (ii) any dump truck.'
