Project Description
The Applicant, the New York City Economic Development Corporation, is seeking to facilitate a zoning lot merger (the proposed action) that would include Block 1169, Lot 26 (the facilitator site/project site, containing a New York City Fire Department [FDNY] firehouse), Lot 23 (the development site, adjacent to the facilitator site), and Lot 37 (located on the north side of the firehouse facing West 78th Street) in the Upper West Side neighborhood of Manhattan. The zoning lot merger would allow approximately 4,000 square feet (sf) of unused development rights to be transferred from Lot 37 to the development site. No development rights would be transferred from the City-owned facilitator site, Lot 26. The development site would be redeveloped with a new 18-story building containing approximately 85,998 gsf of residential use, 8,129 gsf of retail use, 3,197 gsf of parking and 2,815 gsf of mechanical space. The proposed building would comply with the applicable use, bulk, and design regulations of the C4-6A zoning district within which it is located. Absent the proposed action, the development site would be develped with a No Action building that would be similar to the proposed project, without the additional 4,000 sf of unused development rights transferred from Block 1169, Lot 37. For the purposes of the analyses presented in this EAS, the net difference of approximately 4,000 sf (two residential units) is assessed.
