CEQR Type II Determination for transfer of ownership

GM Transfer, Inc. owns and operates a non-putrescible solid waste transfer station in the Hunts Point neighborhood of Bronx Community District 2. The facility currently operates under permits issued by DSNY and DEC that allow it to process up to 330 tons per day of C&D debris and to store up to 440 cubic yards of such material. The facility recovers items of value such as metal, wood and masonry, and sends the residue to disposal facilities such as landfills. The facility, which is unenclosed, is authorized to operate 24 hours a day, Monday through Sunday. GM Transfer, Inc. proposes to transfer ownership of this Transfer Station and permits to JD Recycling, Inc. which will become the permitee and operate the facility. No change to operations or permit conditions is proposed. The proposed transfer of ownership and change of operator will not result in any material change in permit conditions or scope of permitted activities at the facility. Accordingly, pursuant to Title 6 of the New York Codes, Rules and Regulations subsection 617.5(c)(26), DSNY hereby determines that the proposed action constitutes a Type II action for which no environmental review is required.

The average daily census for families has increased dramatically and continues to climb in City Fiscal Year 2016 (i.e., July 1, 2015-June 30, 2016). Moreover, length of stay in shelter has increased significantly. For these reasons, use of the proposed facility on a long-term basis is critical to DHS meeting its immediate and long-term capacity needs. DHS also recognizes that its shelter providers must provide services to New Yorkers to assist them in moving out of shelter and into permanent housing as rapidly as possible.
