Project Description
The proposal involves an application by New York City Department of Housing Preservation and Development (HPD), on behalf of the project sponsor, requesting a Zoning Map Amendment, Zoning text amendment to Appendix F, Zoning Override of the Zoning Resolution designation of an Urban Development Action Area, approval of an Urban Development Action Area Project (UDAAP), and disposition of City-owned property. This action would facilitate the new construction of an approximately 166,294 gross square foot (gsf) mixed-use building containing affordable housing, non-profit office, and community facility space (the proposed project), located at 581 Grant Avenue in the East New York neighborhood of Brooklyn, Community District 5 (the project site). The proposed project would be developed through HPDs Extremely Low- and Low-Income Affordability Program (ELLA). The project site is located at 581 Grant Avenue (Brooklyn, Block 4223, Lot 1) bounded by Glenmore Avenue to the north, Pitkin Avenue to the south, Grand Avenue to the west, and Eldert Lane to the east. The project site measures approximately 49,219 gsf in lot area with a zoning of R5. The property is currently used as a 203-space municipal parking lot. According to the Environmental Assessment Statement (EAS), the Proposed Project would be constructed in a single phase and is expected to be completed and operational by 2023. The lot is currently vacant. Absent the proposed actions, it is assumed that the existing conditions would remain consistent.
