The Bureau of Environmental Planning and Analysis (BEPA) has reviewed the project to install of security measures at the Breakneck Uptake Chamber facility located in the Town of Philipstown in Putnam County, 450 vertical feet above the Hudson River and adjacent to the Breakneck Ridge hiking trail. The chamber has been vandalized over the years and openings have been identified. While New York City Department of Environmental Protection (DEP) has attempted to install some steel bars to prevent entry, this project calls for the installation of steel plates to seal off all openings, specifically two 5/8-inch steel plates approximately 6-8 and 7x 6 that would be bolted onto two raised areas on the roof of the chamber. The proposed project would also include the installation of steel plates on the interior side of all wall openings and where windows were previously located, making an existing door that was cemented shut operable again, and removal of any litter found in the chamber. The work proposed under this project is limited to the walls and exterior features of the facility and includes only reinforcement of security and regular maintenance of the site. No changes in function are associate with the proposed work.

The New York Botanical Garden (NYBG) seeks to improve and enhance the existing Ruth Rea Howell Family Garden (Family Garden), a NYBG exhibit that also provides gardening educational programs. The project includes the construction of the Edible Academy building complex, upgrades to infrastructure, and reconfiguation of landscaping to facilitate the expansion of the Gardens educational programs. The proposed Edible Academy building complex would include a one-story, approximately 4,050-sf Edible Academy Building with two classrooms, a demonstration kitchen, and support spaces. The Proposed Project also would include the construction of an approximately 1,400-sf greenhouse, a 575-sf shed, two outdoor pavilions, an open-air amphitheater, a new service yard, and upgraded infrastructure including road repaving and stormwater management improvements. Access to and throughout the site would be improved by providing an entrance on the central east side of the site to allow access to the main entry into the Edible Academy, while the existing entrance would be reserved for school groups. The Proposed Project would also include the addition and reconfiguration of the approximately 10,255-sf semi-circular display garden. A new sheltered waiting area that would also serve as a stop for the Garden tram loop would be provided for program attendees and general patrons. Construction is anticipated to begin in 2016. The project is anticipated to be operational in 2018.

DOT is proposing improvements (attached) to enhance the safety of all street users (i.e., pedestrians, cyclists, transit riders and motorists) along Linden Boulevard between Kings Highway (West) and 78th Street (East). The 3.7 mile corridor stretches across East Flatbush and Brownsville neighborhoods and is served by Brooklyn Community Boards 5, 16, 17, and 18. Linden Boulevard is a local truck route and a High Crash Corridor with 34.1 persons Killed or Severely Injured (KSI) per mile. The project improvements include upgraded pavement markings for slip ramps, high visibility crosswalks, construction of median tip extensions and curb extensions, and signal timing modification for protected left-turn movements. The benefits include reducing vehicular speed, calming traffic, creating shorter, safer pedestrian crossings and providing larger protected pedestrian spaces at corners/medians. The planned construction of concrete has been approved by Community Boards 16, 17 and 18.
