On behalf of the City of New York, the New York City Departments of Housing Preservation and Development (''HPD''), with the support of the Department of Health and Mental Hygiene (''DOHMH'') submit a proposal for grant funding under HUD's Notice of Funding Availability for the 2024 Lead Hazard Reduction (LHR) Grant program. This grant will fund HPD's Lead Hazard Reduction and Healthy Homes Program (also known as the Primary Prevention Program, or ''the Program''), which has successfully utilized HUD OLHCHH funding to repair lead paint hazards and prevent childhood lead poisoning for more than two decades. The main objective of this proposal is to eliminate lead-based paint hazards in 280 units, including multifamily rental and owner-occupied small homes, which house low- and very low-income families, prioritizing units occupied by families with children under the age of six years. The lessons and expertise gleaned from the successful management of more than 17 federal Lead Grants inform both our intended approach for this 2024 grant request HPD has a successful record of using federal grants, on behalf of the City of NY, for lead paint hazard reduction. HPD has received multiple HUD Lead Hazard Control (LHC)/ LHRD Grants since 1995. HPD has successfully completed 17 grants that have treated and cleared over 5,000 units, which represent 716 units over its original target. The requested grant funding will support the provision of lead hazard reduction repairs in 280 units in an estimated 12 15 properties and will also be used to provide outreach and education on lead hazards to local community organizations and residents. The contracted community-based organization (CBO) will coordinate with their local community leadership, outreach to owners, enroll buildings, collect tenant income documentation and assist owners through the program. They will serve as a conduit to assist with contacting faith-based organizations, libraries, schools, and planned community events. All goals will be monitored by the Program on a daily, weekly, and monthly basis.
