Project Description
NYCDOT is proposing a change to the City Map, land acquisition, and the implementation of Capital Project HWR00510, which is referred to in this Environmental Assessment Statement (EAS) as the Woodrow Road Connection at Veterans Road East. The proposed project is located in the Charleston and Sandy Ground/Woodrow neighborhoods of Staten Island and involves improvements to Woodrow Road between Bloomingdale Road on the east and Veterans Road East (the service road to the West Shore Expressway) on the west. The total length of the proposed project corridor is about 1,800 linear feet, of which about 280 linear feet west of Bloomingdale Road needs to be added to the City map. Assuming that the street mapping is approved, the proposed capital project calls for a comprehensive reconstruction of the entire proposed project corridor to NYCDOT street design standards, inclusive of new curbs and sidewalks, new paved surfaces and pavement markings, a raised and planted median and the necessary infrastructure (e.g., stormwater and sanitary sewers). To implement the proposed project, the City must acquire private land within the mapped Woodrow Road right-of-way; the land proposed to be acquired consists of portions of the front yards and driveways of 26 residential lots and vacant properties. With the proposed project, an estimated 120 street trees would need to be cleared. Therefore, DDC, in conjunction with the New York City Department of Parks & Recreation (DPR), would implement a tree replacement and protection plan as part of the project. Approximately 37,276 square feet of private property needs to be acquired to enable the proposed project, of which about 29,062 square feet is in the area of the proposed mapping and 8,214 square feet is within the mapped, but unbuilt, segment near the west project limit (at Veterans Road East). The proposed build year for the project (i.e., the year of completion) is 2018.
