Project Description
The New York City Department of Citywide Administrative Services (DCAS) and the Brooklyn Public Library (BPL) propose to construct a new two-story library and environmental education center (the proposed project) on the site currently occupied by the Greenpoint branch facility of BPL (the site). The current one-story library building has one of the highest circulation rates in the BPL system but is too small and out-of-date to adequately serve the needs of its growing community. Therefore, BPL is undertaking the demolition of the existing facility and the construction of a new facility and environmental education center to serve Greenpoint residents. The proposed project is intended to offer enhanced and updated library services as well as to create a community hub for environmental awareness, activism, and education. It is designed to be open and inviting to the community by providing street level exterior green space and clear visual connections to interior activities. The proposed project is planned for completion by the summer of 2018, the scheduled opening of the new library facility. It is being funded by a community-approved Greenpoint Community Environmental Fund (GCEF) grant, as well as matching funds by BPL from various sources, including city capital funds.

Project Description
The New York City Department of Environmental Protection (DEP) Bureau of Environmental Planning and Analysis (BEPA) has reviewed the proposed project to reconstruct the low-level outlet works of the New Croton Dam, located on the Croton River in the town of Cortlandt in Westchester County. The low-level outlet works provide critical operational and safety functions, including management of state-mandated releases to the Croton River and capability to lower the reservoir level in the event of a dam safety emergency. These functions are currently limited by outdated and inoperable equipment. The purpose of the project is to rehabilitate the existing Gatehouse No. 2 to restore full operability of the low level outlet works. Water management operations at the site after the completion of the project would be the same or very similar to operations prior to implementation of the project. Therefore, there would be no major changes to the land use classification, zoning, or utility requirements of the dam site. No new buildings or structures are proposed as part of the rehabilitation project. No changes to the yard piping or efforts to restore operation of the fountain are currently included as part of the project.

The intent of this project is to create a new park serving both the local community and regional visitors to the Rockaways with kayak access, natural plantings and a resilient edge to stabilize the existing shoreline. The design proposal includes kayak storage and access, waterfront pedestrian access, opportunities for passive recreation including walking paths, seating areas overlooking the bay, and a childrens play space.

NYCDOT is proposing to replace the cobra-head lighting at fourteen locations on 7th Avenue South between Commerce Street and Carmine/Clarkson Street with Type M historic fixtures in the Greenwich Village area of Manhattan Community District 2. The existing cobra-head fixtures on 7th Avenue South in the central artery of the Greenwich Village Historic District are in violation of Landmarks Preservation Commission (LPC) guidelines, and are inconsistent with the historic fixtures installed on all of the surrounding side streets. The unified, historically appropriate fixtures will help 7th Avenue South achieve a more cohesive identity, which it currently lacks. Additionally, this project will enhance safety in this area due to improved street lighting. The replacements include nine streetlights, four fixtures that are a combination of street and traffic lights, and one traffic light. The Build year is 2020.

The plaza design, which provides improved safety for all street users and supports an enhanced pedestrian experience, will include additional trees, street furniture, a drinking fountain and electrical connection for public events once the plaza is capitally reconstructed.
