Transfer Station Siting Rule Amendment Regarding Proximity to Bronx River Parkway

The Department of Sanitation is proposing to amend its rules relating to the criteria used in the siting of private solid waste transfer stations in an industrial district that is within 400 feet of lands of the Bronx River that abut an active railroad line. The current rules promulgated in 1998 require a minimum 400-foot distance from a new transfer station to a 'public park,' which is defined broadly to include parkway property. The amendment would exclude from this definition Bronx River Parkway land that abuts an active rail line. The amendment will restore DSNY's ability to consider an application for a proposed fill material transfer station within the existing industrial district that is within 400 feet of Block 5130, Lot 125 of the Bronx River Parkway, an inaccessible lot that adjoins the 6-lane Parkway roadway and abuts the active Metro-North Railroad Harlem Line. The proposed amendment would be consistent with the intent of the transfer station siting rules to ensure appropriate protections for sensitive land uses such as residences and community parks.

Citywide Bicycle Network Development Lane Markings

NYCDOT, as part of its complete street redesign as well as Bicycle Network Development (BND) program, is proposing to expand the partially-implemented bicycle network lane marking by adding an additional 150 lane miles throughout Brooklyn, the Bronx, Manhattan and Queens at locations identified in the attachment. The proposal will create improved bicycle links and enhance the access, circulation and safety of cyclists throughout these boroughs. The goal of the BND program is to reduce congestion and improve air quality by promoting cycling as a transportation mode in New York City. The implementation of on-street bicycle lanes also organizes traffic and makes the roadway safer for bicyclists, pedestrians and motorists. Some of the bicycle facilities to be installed under this program will include a new green color treatment at locations where the potential for conflict between cyclists and motorists is high. The implementation of the lane markings will be completed by 2016.
