Project Description
The New York City Department of Housing Preservation and Development (HPD), on behalf of HELP Development Corporation (HELP or the project sponsor) is seeking City Planning Commission (CPC) approval of several discretionary actions (the Proposed Actions) to facilitate the construction of a new mixed use development containing shelter, a daycare facility, affordable housing, supportive housing, staff offices, and local retail uses (the Proposed Project) at 515 Blake Avenue (Block 3766, Lot 1) in the East New York neighborhood of Brooklyn, Community District 5 (the Development Site). The following actions, subject to approval by the CPC pursuant to the Uniform Land Use Review Procedure (ULURP), are necessary to facilitate the Proposed Project: Designation of the Development Site as an Urban Development Action Area, and approval of the Proposed Project as an Urban Development Action Area Project (UDAAP); The disposition of City-owned property (i.e. the Development Site) from HPD to the project sponsor; An amendment to Zoning Map 17d to rezone the Development Site from its current mix of C4-3, R6, and R6/C2-3 to a mix of R6A and R7D/C2-4; and to rezone Block 3766, Lot 49 from R6/C2-3 to R7D/C2-4; A Zoning Text Amendment to Appendix F of the Zoning Resolution to designate the Development Site and adjacent Lot 49 as a Mandatory Inclusionary Housing Area; and A Large-Scale General Development (LSGD) special permit to allow distribution of up to 20,000 sf of zoning floor area from the southern R7D/C2-4 district and up to 3,000 square feet of zoning floor area from the midblock R6A district to the northern R7D/C2-4 district without regard to district boundary lines. The distribution of this floor area would facilitate the development of the Use Group 3 shelter at the northern portion of the Development Site.
